汕头市潮南区儿童发展规划（2011-2020年） 儿童时期是人生发展的关键时期。为儿童提供良好的生存、发展、受保护和参与的机会、条件，最大限度地满足儿童的发展需要，发挥儿童潜能，培养儿童的创新精神和实践能力，为儿童的健康成长奠定重要基础，是政府和社会的共同责任。儿童是人类的未来，是社会可持续发展的重要的人力资源。儿童发展是社会发展与文明进步的重要的组成部分，改善和优化儿童生存和发展的环境，促进儿童事业发展，造就高素质一代新人，对建设美丽幸福潮南具有重要意义。 2003年汕头市区域规划调整，潮南区正式建立后，区人民政府在认真分析研究我区儿童事业发展现状的基础上，紧密结合潮南实际，于2004年3月正式颁布实施《汕头市潮南区儿童发展规划（2004－2010年）》（以下简称《规划》），确定了儿童与健康、儿童与教育、儿童与法律保护和儿童与环境四个优先发展领域的主要目标和策略措施。建区以来，我区积极落实儿童优先原则，把儿童发展规划纳入经济和社会发展的总体规划，强化政府职能，加强统筹协调，加大资金投入，广泛宣传教育，动员全社会积极参与，有力地推动我区儿童事业的全面发展。至2010年，《规划》主要目标基本实现，儿童受教育水平不断提高，健康状况持续改善，儿童整体素质明显提高，保护儿童权益的法律法规体系逐步完善，儿童合法权益得到了基本保障，儿童生存、发展、受保护和参与的环境和条件进一步优化。

受社会经济、文化等因素的影响，儿童发展和权利保护仍然面临着诸多问题与挑战，儿童各项权益有待进一步落实。基层妇幼保健网络建设亟待完善；儿童享有的社会福利范围有待进一步扩大；城乡区域间儿童发展不平衡；幼教经费投入水平与加快学前教育发展的要求不相适应；义务教育发展不够均衡；流动、留守、流浪等困境儿童的生存发展问题仍然比较突出；残疾儿童的康复和教育需要加快推进；社会文化环境中仍然存在不利于儿童健康成长的消极因素等等。促进儿童全面发展，维护儿童合法权益，仍然是今后一个时期儿童事业发展的重大任务。 未来十年，是我区贯彻落实科学发展观，转变经济发展方式，推进科学发展，促进社会和谐，建设美丽幸福潮南，实现全面建成小康社会宏伟目标的关键时期。这将为我区儿童健康成长提供前所未有的政策保障和良好机遇。 根据《中华人民共和国未成年人保护法》和有关法律规定，以《中国儿童发展纲要（2011-2020年）》、《广东省儿童发展规划（2011-2020年）》和《汕头市儿童发展规划（2011-2020年）》为指导，按照我区国民经济和社会发展的总体目标与要求，结合我区儿童发展的实际情况，制定本规划。 一、指导思想和基本原则 （一）指导思想 坚持以邓小平理论、“三个代表”重要思想和科学发展观为指导，按照我区加快转型升级、建设幸福美丽潮南和推动科学发展、促进社会和谐的总体要求，坚持儿童优先原则，切实保障儿
