为全体机关干部做了题为“信息化建设基本要求和oa系统操作使用”的讲座,为大家下部正确使用办公自动化系统打下了坚实基础。目前系统已投入使用。 2、编制完善了信息公开相关制度办法。根据《市人民政府办公厅关于印发<市政府信息公开工作考核暂行办法>等3项政府信息公开配套制度的通知》和《市信息化领导小组办公室关于印发20xx年市信息化建设绩效考评细则的通知》文件要求,我们组织人员,编制下发了《市科学技术局政府信息公开考核办法》、《市科学技术局政府信息公开工作社会评议暂行办法》、《市科学技术局政府信息公开责任追究暂行办法》、《市科学技术局行政复议工作程序暂行规定》、《市科学技术局依申请公开受理制度》和《市科学技术局政府信息公开保密审查制度》等8项保障制度。 3、进一步完善政府信息主动公开工作。立足实际,严格执行《政府信息公开目录》,按照市政府和我局政府信息公开网设置的条目、类别进一步规范政府信息公开的内容：一是公开了财政收支及其执行情况、财政审计报告、重大政府投资项目资金使用情况、专项经费的分配、使用和管理情况;二是公开了任前公示、人事任免等人事信息;三是完善了部门业务发展规划及研究成果、“十五”规划及执行情况、“xx”规划及中期执行情况等计划规划类信息;四是做好政务网站有关我局内容的日常维护和信息报送。尽管我们在信息化建设方面做了大量的工作,取得了一定的成绩,但是还有很多的不足之处仍需改进。我局将进一步加大信息化建设力度,为全市信息化建设做出新的贡献。

CSO 2010投稿论文写作要求(IEEE CS格式) 0. 特别提示：请大家使用IEEE CS最新版的两栏格式模板进行排版格式处理，同时考虑将论文压缩在IEEE CS的5页之内，如超过5页，超出页数将会加收额外费用。下面是一些中国作者排版时应该注意的问题，请准备论文投稿时注意。 1. 标题(Title):标题又称题目，是以最恰当、最简明的词语反映论文中最重要的特定内容的逻辑组合。论文题目是一篇论文给出的涉及论文范围与水平的第一个重要信息。论文题目十分重要，必须用心斟酌选定，有人说：好的论文题目是好文章的一半。对论文题目的要求是：准确得体、简短精炼、外延和内涵恰如其分、醒目。在CSO2010的会议论文中，请使用14点(14-point)粗体罗马字(Time New Roman, boldface type)，标题应居中显示，每个实词(包括名词、代词、动词、形容词和副词)的首字母应该大写，虚词(包括冠词、连词、介词等)，注意如果虚词是标题的首个单词，也应该大写，如“A Support Vector Machines Method for Classification Problem”，标题之后留一个10点字体的空行。另外，根据以前会议审稿结果，一些标题中还有“Study on”或者“Research on”类似的词，应该全部去掉，审稿人认为那些是典型的中国式英语翻译，为了顺利帮助检索，英文的写作应该更符合英文的习惯。注意：标题字体应该严格按照修改要求来做，不要擅自更改标题字体。特别长的标题宜分成2行或者3行，如果距离过宽，请修改段前距离(在word的“格式--段落”菜单中可以修改段前段后距离)，这样就可以缩小行距。尽量用“Times New Roman”,不要对这个字体进行压缩。此外，首页标题不要用下标，表示基金感谢放在Conclusion之后和“References”之前，设置“Acknowledgment”一节，对一些基金支持和别人提供的帮助等表示感谢。 2. 作者姓名和单位: 这一项属于论文署名问题。署名一是为了表明文责自负，二是记录作用的劳动成果，三是便于读者与作者的联系及文献检索（作者索引）。在CSO2010的论文中，作者姓名应该放在论文标题下方，居中用11点字体显示，不要加粗体。论文有多个作者时，可以用分2或3列的方式来显示。作者单位和email地址应该在作者下方，使用10点罗马字。在作者信息下面保留2个10点字体的空行。对于中国作者，要使用“名+姓”的格式写作者的名字，否则的话在检索数据库里面出错。例如，有个叫张三的中国作者，如果他的署名是 Zhang San，因为检索机构是国外的，国外都是名前姓后的方式，检索到数据库中就是San Z.，名经常被缩写为一个字母。所以务请各位作者注意。注意：作者的排列问题主要是多个作者出现的问题，大家可以按照下面几个原则来做： (a) 如果2个或多个作者属于同一个单位，那就按照一栏格式，每个作者用逗号隔开： Sanfeng Zhang, Sihai Li, Wuyi Wang Department of Computer Sciences, Beijing University, Beijing, 100110, China E-mail: sfzhang@https://www.sodocs.net/doc/1217424497.html, (b) 如果2个或多个作者属于分属不同单位，那就按照下面的格式，利用表格来分栏，表格线变虚线即可实现。 Sanfeng Zhang Liuxing Zhao Qiutian Qian Department of Computer Science, Beijing University, Beijing, 100110, China E-mail: sfzhang@https://www.sodocs.net/doc/1217424497.html, School of Computing, Tsinghua University Beijing, 100084, China E-mail: xzhao@https://www.sodocs.net/doc/1217424497.html, Faculty of Business, Harvard University, Washington, 003-24, USA E-mail: qtqian@https://www.sodocs.net/doc/1217424497.html,

经济全球化、技术创新及国际贸易之间的关系经济全球化背景下，创新能力日益成为国家竞争力的核心。我国这样一个贸易大国，要建设成为创新型国家，技术创新将起着举足轻重的作用。一、经济全球化、技术创新及国际贸易之间的关系经济全球化是当代世界经济的重要特征之一，也是世界经济发展的重要趋势。经济全球化是指世界经济活动超越国界，通过国际贸易、资本流动、技术转移、提供服务、相互依存、相互联系而形成的全球范围的有机经济整体。在经济全球化趋势下，商品、资金、技术、劳动力等生产要素大规模跨越边界在全球范围内迅速流动。经济全球化，有利于资源和生产要素在全球的合理配置，有利于资本和产品在全球性流动，有利于科技在全球性的扩张，有利于促进不发达地区经济的发展，是人类发展进步的表现，是世界经济发展的必然结果。经济全球化为国际贸易和技术创新提供了广阔的空间，随着经济的全球化发展，不仅促进了国际贸易发展，而且加速了技术创新的进程。另外，国际贸易和技术创新也是相互促进的。一方面，国际贸易的发展从根本上有赖于一国的技术创新，技术创新能够提高产品国际竞争力、改变产品结构和国际分工，提高交易运作的效率和效益，推动国际贸易的发展；另一方面，国际贸易又为技术创新提供了市场空间，国际贸易对科技产业化发挥着积极的引导、促进和推动作用。

二、我国对外贸易形势及技术创新的作用 1.从要素禀赋角度分析我国对外贸易形势 (1)我国是一个劳动力资源极其丰富的国家，劳动力不仅数量众多，而且质量也在不断提高。改革开放以来，我国的经济总量不断上升，综合国力不断增强，外贸出口不断扩大的一个重要原因，就在于我国劳动力资源优势的充分发挥。 (2)改革开放30年，资本市场取得了很大的进步，在国民经济中占有重要地位和影响。我国资本市场是伴随着经济体制改革的进程逐步发展起来的，由于建立初期改革不配套和制度设计上的局限，资本市场原存在着一些深层次问题和结构性矛盾，制约了市场功能的有效发挥。近年来，我国资本市场加大了基础性制度建设的力度，股权分置改革基本完成，解决了长期影响中国资本市场健康发展的重大历史遗留问题。随着中国资本市场的各项制度、法律法规建设的全方位跟进，制约资本市场发展的一些制度性问题正逐步解决，我国资本市场和谐发展基础渐渐得以夯实。 (3)在技术方面，我国以加工贸易为主，加工贸易出口占出口总额的55%左右，加工贸易差额占贸易总差额的70%左右。这种简单贸易规模的不断扩张吸引了国内大量资源，也带动了国内投资。现阶段应该考虑我国发展战略、体制、激励机制的转型，建立企业为主体，市场为导向，科学发展观为指导，节约型社会、集约型技术为基础，创新科技为动力的制度体制。 (4)在市场规模方面，随着我国人均国内生产总值GDP超过2000
