摘要：互联网广泛性、即时性、开放性、共享性和互动性的特点及丰富多彩、方便实用的应用形式决定其日益成为反映社情民意的重要阵地。网络舆情对政府的社会管理和信息管控发挥着实实在在的影响力，有效应对网络舆情已成为政府执政能力的重要体现。政府要提高对网络舆情全面掌控的能力，必须以构建长效联动机制为目标，建立完善顺畅的信息运作体系，细化工作职责，加强组织协调。建立并完善网络舆情信息多维采集机制、快速反应的政府网络问政机制、网络舆情信息研判、报送、反馈、处理机制，健全工作保障机制，加强网络道德自律与网络规范建设，善用新媒体，建设传媒互动的立体引导机制。只有保障这些机制有效运行、密切配合、相互协调，才能真正发挥政府在网络社会中的作用。
