President vows to bring benefits to people in realizing "Chinese dream" BEIJING, March 17 (Xinhua) -- Chinese President Xi Jinping has pledged to rely on the people and bring benefit to the people in achieving the "Chinese dream."

"The Chinese dream, after all, is the dream of the people. We must realize it by closely depending on the people. We must incessantly bring benefits to the people," Xi said in a keynote speech delivered at the country's top legislature on Sunday.

He said 1.3 billion Chinese people should bear in mind the mission, unite as one, and gather into invincible force with the wisdom and power.

He vowed to always listen to the voice of the people and respond to the expectations of the people.

"In face of the mighty trend of the times and earnest expectations of the people for a better life, we cannot have the slightest complacency, or get the slightest slack at work," Xi said at the closing meeting of the first session of the 12th National People's Congress.

"We must make persistent efforts, press ahead with indomitable will, continue to push forward the great cause of socialism with Chinese characteristics, and strive to achieve the Chinese dream of great rejuvenation of the Chinese nation," Xi said.

To realize the "Chinese dream," China must take the Chinese way, said Xi, who was elected the state president on Thursday at the NPC annual session, replacing Hu Jintao.

People of all nationalities must gain confidence in the theory, the road and the system of socialism with Chinese characteristics, and forge valiantly and unswervingly ahead along the right road, Xi said.

"To realize the Chinese road, we must spread the Chinese spirit, which combines the spirit of the nation with patriotism as the core and the spirit of the time with reform and innovation as the core," Xi said. "We must follow the strategic thinking that development is of overriding importance," said Xi. "We must constantly tamp the material and cultural foundations for the realization of the Chinese dream."

China's new president has stressed the importance for deepened reforms and strengthening the anti-corruption campaign. Xi Jinping made the remarks at the closing ceremony of the National People's Congress. This session is being hailed for the clarification of goals and reinforcement of confidence. Lawmakers approved a number of important documents, incl uding the government’s work report, central budget and the government restructuring plan.

A "wind" of change to power the Chinese Dream, speaking to the some 3,000 lawmakers, President Xi stated the determination of the new leadership for greater reforms.

Xi Jinping, Chinese President, said, “We should stick to the strategic thinking of putting development as our core principle. Deepening reforms and opening up, so as to enhance the basis for realizing the Chinese dream of rejuvenation.”

This NPC session has accomplished the leadership change. It has also approved the new line ups for the State Council and government ministries. Key is the government’s Restructuring Plan, which reduces administrative intervention in the market. It’s regarded as the prelude of actual reforms to take place to break monopolies and introduce fair competition.

Zheng Yongkou, NPC Deputy, Henan, said, “The essence of the plan is solving overlapping functions. The key is not simply to reduce the number of ministries, but to have thei r duties be more clarified.”Maintaining sustained growth is still the top priority. China is stressing a change in growth model. Emphasis is on technological innovations, domestic spending, and financial liberalization.

Those kinds of investment can genera te high return.”

Solving social disparity is another test -- reducing the income gap, giving farmers equal rights through urbanization, improving welfare benefits for the poor, and cleaning up the environment. Taxation and income distribution have been targeted for reform.

Zheng Gongcheng, CPPCC Member, said, “The income distribution reform will be the most challenging and complicated one, as it touches the core interests of all people. This means real adjustments for the current interest groups.”

In the fight against corruption, the biggest challenge comes from the Party itself. Deputies say effective prevention is more needed than punishment. Proposals include the declaration of officials’ incomes, greater transparency in policy making, and strengthened supervision. Rita Fan Hsu Lai-Tai, NPC Deputy, Hong Kong, said, “We should insist on improving the systems, removing all the loopholes that allow opportunity for corruption, simplifying the procedures so that opportunities for abuse of power by officials a re reduced.”

As the two-week political season wrapped up, the new top legislator, Zhang Dejiang, promised that the NPC will continue to provide legal support for the reforms.

The overall reform plans have not been mapped out. But expectations are high among the lawmakers and ordinary Chinese to see the real implementation of the policies. The NPC deputies will gather at the same season next year to review the progress report of the new leadership.

This year’s NPC session holds special significance--and not only for the leadership transition. It’s also sent out a strong message of deepened reforms that could profoundly transform China in the near future. The statements and policies give a general idea of what the new leadership hopes to accomplish, maintaining economic growth, solving various social problems to meet public expectations, and a moderately prosperous life for all Chinese. No one is more aware than the new leaders of just how daunting the challenges are.

DAR ES SALAAM, March 24 (Xinhua) -- China and Tanzania agreed on Sunday to build a comprehensive cooperative partnership characterized by mutal benefit and win-win results.

The agreement was reached at a meeting between visiting Chinese President Xi Jinping and his Tanzanian counterpart Jakaya Mrisho Kikwete.

Calling the East African country an old friend and a good friend of China, Xi said the two countries have maintained an all-weather friendship and China cherishes the time-tested bond with Tanzania. China, he added, is ready to work with Tanzania to foster a comprehensive cooperative partnership characterized by mutual benefit and win-win results and lift bilateral relations to a higher level. Noting that both countries face the task of national development, Xi said the two sides should trust, support and help each other and pursue common development.

They should maintain contacts and exchanges, continue to support each other on core interests and major concerns, and strengthen coordination and cooperation on global and regional issues, added the Chinese president.

China, he said, is willing to continue to support Tanzania's socioeconomic development and encourage Chinese enterprises to invest in Tanzania.

The two countries need to boost bilateral people-to-people exchanges and carry on their traditional friendship, said the Chinese president, adding that China will set up a Chinese culture center in Tanzania. Commenting on Africa's overall situation, Xi said Africa is a continent full of hope and has a bright future despite the many difficulties and challenges it faces now.

For his part, Kikwete extended a warm welcome to Xi and thanked China for its long-term support and assistance for his country, pledging that his country will continue to firmly back China on major issues concerning national sovereignty and territorial integrity. Tanzania, he said, commits itself to economic development and hopes to strengthen cooperation with China both bilaterally and under the framework of the Forum on China-Africa Cooperation in such areas as agriculture, energy, infrastructure, poverty alleviation and human resources.

After the talks, the two leaders witnessed the signing of several cooperation deals.

The meeting came hours after Xi arrived here for a state visit to Tanzania, the second leg of his maiden foreign trip as president following Russia.

In a written statement upon his arrival, Xi lauded the traditional brotherly friendship between China and Tanzania, describing the two countries as all-weather friends.

The Chinese president said his visit is aimed at consolidating the traditional friendship, charting the course for future cooperation and promoting common development.

Since China and Tanzania established diplomatic ties in the 1960s, the two countries have maintained close high-level contacts, enhanced

political mutual trust and expanded practical cooperation in a wide range of areas.

China has become Tanzania's largest trading partner and second largest source of investment. Bilateral trade reached 2.47 billion U.S. dollars last year, up 15.2 percent year on year.

After Tanzania, Xi will also travel to South Africa and the Republic of the Congo. In South Africa, he will attend the fifth BRICS summit in the port city of Durban on March 26-27, the first to be held on the African continent.

The emerging-economy group of BRICS consists of Brazil, Russia, India, China and South Africa.

Regulating property prices: More cities get in on the act

It is a coverage on a recent hot topic - China’s over-heated property market. Local governments have announced detailed real estate regulations following the central government’s recent plan to cool down the market. While this has had a mixed response, the fact that the growth in the average price of housing accelerated in March, underscores the challenge the government is up against.

Following Beijing and Shanghai’s lead, a string of local governments have come out with their own plans to control the volatile housing markets in their own regions.

But the central government’s requirement that they provide "detailed regulations", has meant most local government have come up short. For example, Nanjing’s "detailed regulations" to cool down its real estate market composed of exactly 154 characters.

Many cities haven’t touched on the issues in focus, such as whether to impose a 20% home resale tax, increased down payment for second and more homes or raised mortgage rates.

But the gist is clear. Most cities have pledged to limit the increase in prices of new properties below the cities’ per capita disposable income targets.

However, not everyone is confident that this will work out.

Tu Tengjing, real estate businessman, said: "What can be predicted is that if a 20% home resale tax is levied, buyers will just swarm to the new homes market. And prices of new homes will skyrocket."

By vowing to cool the market down, the government new policy, to some extent, has pushed the buyers and sellers to complete their deals as quickly as possible before the new regulations kicked in. According to the China Real Estate Index System, prices of

second-hand homes rose 2.81% from February this year. On a

year-on-year basis, second-hand home prices rose 18.06% in March. Jiang Yuping, deputy dir. of Nanjing Equity Market Office, said: "We have seen about 7 or 8 times more real estate transactions this month. We’ve had to work overtime to deal with the increased volumes. But we expect the number of transactions to taper off soon."

Many cities did see fewer transactions immediately after the new regulations came out.

A Tianjin resident said: "After seeing the news, I’ve decided not to buy a home at the moment."

A Tianjin resident said: "I will hold off my purchase. I’m going to wait and see."

The central government had been trying to put brakes on the fast moving property market for the past year. And now it has finally come out with a plan to do so. It remains to be seen what long term impact this will have on China’s real esta te market in the coming years.

And why have the deaths of the two patients over 2 weeks ago been released to the public so late? The minist ry says it’s because the new disease has yet to be included in the Monitoring and Reporting System of Infectious Diseases.
