1、项目经理岗位职责Responsibility of Project Manager(PM)

1.1向公司经理负责,全面负责项目各项管理工作,是项目总负责人,接受公司各职能部门的监督和指导;Responsible for General Manager of JSJDCEC, whose duty is managing the whole project, and is subject to the supervision and guidance of the functional department of the company.

1.2是项目质量和安全的第一责任人,对本工程的质量和安全全面负责,明确项目经理部各部门的质量和安全责任,并督促其履行职责;PM holds primary responsibility for the project, who is responsible for the overall quality and HSE work. PM should clarify quality and HSE responsibilities for different departments?, and supervise the implement of such duties.

1.3负责组织实施公司的质量体系文件,组织制定并实施项目质量管理措施及各分部分项工程质量检验评定;PM is responsible for organizing and implementing the QC system documents. Organize the establishment and implementing of QC measures and the sub-departments? construction quality inspection and grading.

1.4履行公司质量体系文件规定的各项职责;Fulfilling the duties delegated in company?s QC-related documents and measures.

1.5负责项目资金的全盘控制及运作;Responsible for the capital flow and control

1.6全盘控制项目成本,定期组织项目成本的核算;Responsible for the overall project cost, and organize periodic accounting for project cost.

1.7负责分供方的选择、签约及参与工程承包合同的评审工作。Responsible for the selection of and approval of suppliers, and attend review work of the contract.

2、现场经理岗位职责:Responsibility of Site Manager

2.1协助项目经理搞好项目各项管理工作,对工程的质量、安全、进度、文明施工等进行全盘控制;Aiding PM to manage well the project, and responsible for the overall control of project?s quality, safety, progress and sound construction.

2.2负责与发包人、监理单位、设计人及上级行政主管部门的对接及有关协调工作;Responsible for contacting and coordinating with package deliver, supervision company, designing engineer and the superior administrative department

2.3贯彻上级主管部门有关施工生产计划、指令、文件,主持编制月生产计划及资源需用计划,监督并督促有关部门实施;Carry out superior managing department?s production plan, order relating to construction, preside monthly progress plan and required resource plan, supervise and urge the implement by related department.

2.4协助项目经理搞好项目成本控制,主持项目成本核算工作;Aid the PM to manage the cost control, and preside the accounting work of project cost.

2.5参与分供方的选择、签约及工程承包合同的评审工作;T ake part in the selection of and approval of suppliers, and attend review work of the contract.

2.6协助项目经理履行公司质量体系文件规定的各项职责;Aid the PM to execute the duties delegated in QC system documents.

2.7协助项目经理组织实施公司的质量体系文件、组织制定并实施项目质量管理措施及各分部分项工程质量检验评定;Aid the PM to organize and implement QC system documents , organize and implement QC measures and construction quality testing and grading required by the QC system document for different parts of the project.

2.8定期主持召开项目经理部生产例会,定期组织并主持项目分包商及发包人指定分包商的项目协调会;Preside routine production meeting periodically; organize and preside project coordinat ing meeting for subcontractors and Client?s nominated subcontractors.

2.9主持重大安全方案的编制并组织重大安全事故的处理工作,定期组织项目安全检查;Preside the establishment of important HSE scheme, and organize the handling work for great HSE hazards; organize periodic project safety inspection.

2.10组织并主持项目重大质量事故的处理工作,主持项目项目竣工验收;Organize and preside the handling work of great quality defects; preside the completion and acceptance of the project.

2.11负责对内对外函件的批示,并检查其落实情况。Site manager is responsible for approving and notifying internal and external correspondence, and check for the results.

3、项目技术负责人岗位职责:Responsibility of project technical principal

3.1协助项目经理组织实施公司质量体系程序规定的各项职责,督促项目施工技术人员履行其质量职责Coordinate PM to organize and implement the duties prescribed by QC system of the company, supervise and urge the construction technical to perform his delegated duty.

3.2组织编制施工组织设计及项目质量保证计划,负责组织编制特殊过程和专题施工方案及作业指导书,检查督促施工组织设计、项目质量保证计划的实施,参与分部分项工程质量检验评定;Organize the construction organization design and project QC Assurance Plan, responsible for the schedule of special construction process and special execution plan guiding manual, check, supervise and urge the implement for designing construction organization, project quality assurance plan; attend the inspection and approval of different parts of the project.

3.3协助项目经理对项目质量进行控制、管理和督促;Aid PM to control, manage and superintend the Project QC.

3.4负责施工过程中质量、技术问题的处理;handle quality and technical problems arising form the construction process.

3.5组织项目有关工程技术人员进行图纸会审、预审,参加工程的设计交底及图纸会审: Organize related engineering staff to proceed shop drawing review; attend the handover of design of the project and the drawing review.

3.6协助项目经理指导、督促项目质量体系的运行,并组织项目质量体系文件的发放修改、换版的管理控制;Aid PM to direct, supervise and urge the operation of QC, and organize the issuing, revising of the project QC documents, and the management of

revision.

3.7组织工程一般不合格品的评审、处理、制定纠正和预防措施并实施跟踪检查;Organize the review and handle of common unqualified products, establish correction and protecting measures and carry out tracking check-up.

3.8组织对项目统计技术工作进行管理的控制;Organize the management of accounting technical work of the project.

3.9组织科技推广应用及施工技术总结;Organize the popularizing and application of technology and summarizing of the construction technology.

4、施工员岗位职责:Responsibility of construction supervisor

4.1在项目执行经理及工程部经理的指导下,负责其所管辖范围的全面工作;Under the guidance of PM operation manager and manager of engineering department, take responsibility for the overall work under his duty.

4.2负责按进度计划的要求合理安排各项工作;Make reasonable plan for various parts in accordance with the progress schedule.

4.3监督工人严格按图纸、规范、施工组织设计及施工方案的要求施工,负责实施工程测量及沉降观测工作,并做好相应的工程资料;Supervise and urge the workers to carry out the construction strictly conforming drawings, specifications and construction organization design and execution plan, take responsibility for the project surveying and settling survey; prepare relevant engineering material.

4.4负责协调各班组间的工作矛盾,及时向项目执行经理报告需协调矛盾的情况和进展情况;Responsible for the work conflicts coordination between different group, report to PM in time issues which need coordination and the progress of coordination.

4.7组织实施分项工程的安全措施,施工前向班组进行详细的安全技术交底;Organize and implement safety measures for different parts, and handover safety measures to all groups before construction.

4.8参与组织工人学习安全操作规程,教育督促工人按章作业;Attend the organization of workers to learn safety operation procedure, instruct and urge workers to carry out in accordance with these measures.

4.8认真消除事故隐患,发生工伤事故时及时上报,保护现场,参加调查处理工作;Eliminate faults which may cause defects, report in time when work-related injuries occur, protect the site, and participate the investigation and handling work.

5、技术员岗位职责:Responsibility of technician

5.1参加图纸会审,做好会审记录,参与施工组织设计、施工方案的编制及特殊工程的

交底编制;Attend drawing review and make record of it, attend the construction organization design, workout of the execution plan and the special project plan handover.

5.2指导、监督现场施工员、专业工长按施工规范、操作规程、设计图纸、施工组织设计及施工方案、质量保证计划施工;Direct and supervise construction supervisor and group foreman to execute the construction in accordance with construction specification, operation procedure, shop drawing, construction organization plan, and QC Assurance Plan.

5.3在项目总工、项目副总工的指导下负责对楼层标高、轴线及预留、预埋、隐蔽工程等进行复核,并做好技术复核记录;Under the guidance of project general foreman and assistant general foreman, check the floor standard elevation, and preservation pre-burying and cover-up of axial line.

6、质检员岗位职责:Responsibility of quality inspector

6.1执行国家有关工程质量的法规和公司质量管理体系;Execute related national legislations about project quality and QC system for corporations.

6.2熟悉工程设计图、施工图及其它有关文件资料,参加技术交底和图纸会审,认真履行施工过程质量检查职责Be familiar with project design drawing and shop drawing and other related documents, attend technical handover and drawing review, perform quality inspection duty during construction process.

6.3督促施工班组执行自检、互检、交接检,及时做好分部分项工程的质量评定,并及时进行分部分项工程质量等级工作,防止不合格过程产品进入下道工序;Supervise and urge different construction groups to perform self-check, mutual check, cross check, make in-time quality assessment for sub-divisions; make in-time grading of sub-divisional construction quality to avoid unqualified product being used in the next activity sequence.

6.4服从公司质监部门的统一管理和工作安排,接受公司质监员的业务指导和工作质量监督;Submit to the comprehensive management and task assignment; be subject to the operation direction and work quality supervision of the company?s quality supervisor.

6.5负责督促项目对公司质量大检查中提出的质量问题的整改,采取纠正和预防措施,并进行跟踪检查;Supervise and urge actions taken to correct issues arising from general quality inspection, and carry out tracking inspection.

6.6负责施工班组劳动结算中质量等级的核定工作;Responsible for checking and ratifying quality grade during final report for all construction groups.

6.7负责与市质监站的对接,组织工程隐蔽验收,并填写隐蔽验收资料。Responsible for

7、材料员岗位职责:Responsibility of Material purchaser

7.1了解物资市场行情,收集综合物资信息,并及时向项目经理部反馈;Acquaint himself with the market, collect comprehensive information of materials, and feed back in-time to the project manager.

7.2参与分供方的考察、评估,组织分供方的招投标工作,参与项目采用合同的谈判,负责组织物资供应进场;attend the reviewing and rating work of suppliers, organize the bidding of potential suppliers; attend negotiation with nominated suppliers, and responsible for mobilization of materials into construction area.

7.3编制项目机械设备计划,根据项目施工进度及时与公司物资设备部联系并落实机械设备的进场工作,负责组织并实施中小型设备的安装、就位及调试;Work out required machinery equipment plan for the project, keep contact with resource and equipment department of the company and carry out the mobilization plan of machinery equipments in accordance with the construction progress.

7.4与工程部门一起编制本工程甲供材、自购材及租材计划,交执行经理审核后组织材料进场,并负责与发包人材料部门的对接工作;Work out plan for client-provided material, self-purchasing material and renting material, submit this to operation manager and organize the mobilization of these materials; responsible for contacting with package deliver?s material department.

7.5及时、按质、按量采购各种材料,做好项目采购台帐,及时收集、移交各种材料质量证明资料;Purchase all needed material in time with good quality and required quantity. Make account of the project purchasing, collect and submit quality certification of all materials in time.

8、资料员岗位职责:Responsibility of documents worker

8.1负责项目内部与工程本身相关的文件和外来工程文件的收发(含安装部)、登记,及时传送相关人员审阅;Responsible for the related documents receiving and dispatching among divisions and with outside institutions(including installation departments), and the registering of these documents and transmit them to related personnel for checking.

8.2按有关档案管理规定对项目工程技术资料及部分体系运行资料的收集和分类整理、编目保存;In accordance with the regulations of related file management, collect and classify technical material of the project and operation material of various sub-divisions, then catalogue to save it.

8.3负责对项目部所使用的规范、规程、标准、图集的有关版本进行有效控制;Responsible fo r effective control of specifications, regulations, standards, and drawings? related editions.

8.4负责项目资料的借阅及质量记录的查阅,并填写文件(借)查阅登记表及定期收回;Responsible for borrowing project material and consultation of quality record, fill out borrowing registration and return these material in time.

8.5定期将综合考评表送达有关人中并提醒项目有关人员按程序操作,并负责该部分资料的汇总;Submit comprehensive checking and grading file to concerned people periodically, and remind workers to operate according to procedure; responsible for the collection of documents in this regard.

8.6工作中间验收后十天内负责将技术资料交公司技术部审查,并对提出的问题及时整改、完善,工程竣工十天前将整理好的工程资料装订交质监站审查;During construction, technical documents will be submitted to company?s technical department for review within ten days after acceptance of work. And correct and improve problems. Bookbinding well-prepared project documents and submit to quality inspection bureau for review ten days before completion of the project.

8.7每月对项目资料进行两次自检,发现不齐全应及时向有关人员催促,并向项目执行经理汇报,确保资料与进度同步;Make self-check for project-related files two times every month, if the material is not complete, urge related personnel to prepare it and report to the project operation manager. Ensure that the files keep pace with project progress.

8.8完成领导交办的其它工作。Finish other duties designated by superiors.

9、操作工人岗位职责Responsibility of operation worker

9.1施工操作人员是直接将设计付诸实现,在一定程度上,对工程质量起决定的作用的责任者,应对工程质量负直接操作责任。Operation workers realize the design directly, to some extent, this position holds the responsibility of deciding project quality, and should bear direct operation duty for the quality of project.

9.2坚持按技术操作规程、技术交底及图纸要求施工。违反要求造成质量事故的,负直接操作责任。Execute the construction by adhering to technical operation specification, technical clarification and shop drawing. He is also responsible for direct operation duty of quality defects caused by violating request

9.3按规定认真作好自检和必备的标记。Make self-check according to regulations and make absolutely needed marks.

10. 现场质量管理制度Field QC system

10.1、工程项目总承包责任制度General contracting system of the project

10.1.1完善组织机构Establish the organization chart and complete it

成立总包管理办公室,由项目经理孟凡礼任办公室主任,项目现场经理马后庆任副主任。在发包人/西图公司、监理、质量监督站的指导下负责该工程的总承包协调、管理、指挥、服务工作。Set up general management office, PM Meng Fanli will be the office director, Site manager Ma Houlin will be the vice director. Under the guidance of package deliverer/CH2MHILL, supervision body and quality inspection bureau, the general management office will be responsible for the general coordination, management, direction and services task.

10.1.2对分包方的管理Management the subcontractor

10. 1.2.1分承包商资质、人员的管理:审查分包商企业资质、工程管理人员的上岗证、特种作业人员的操作证等。分包商进场管理人员及操作工人必须报人员花名册在西图备案。Managing certification of the subcontractor and its personnel: check subcontractor?s qualification certification, its management personnel?s certificate, and special operator?s licenses. Subcontractor?s management personnel and its workers? name list should be submitted to CH2MHILL for record.

10. 1.2.2分承包商企业资质证书的备案:分承包商入场时提交企业资质证书的影印(或复印)件,由项目合约部备案。Record of the subcontractor?s qualification certificate: Photocopy or copy of subcontractor?s certificate will be submitted before the subcontractor enters into the construction area and record by project contracting department.

10. 1.2.3分承包商管理班子人员组成Subcontractor?s management personnel organization

分承包商入场时应向总包方提交相应人员名单,并提交其中施工负责人(或项目经理)、技术负责人、质量和安全负责人的资质证明文件(复印件)。由项目部验证备案。质安负责人必须设专职人员。When subcontractor enters into the construction area, its personnel name list will be submitted to the general contractor, and certification file (or copy) of subcontractor?s manager, technical principal, quality and safety principals will also be submitted for record. 10. 1.2.4人员上岗证管理:提交进场特种作业人员名单及上岗证复印件,由项目工程部验证备案。Management of workers? certificate: name list and licenses of special operator?s will be submitted (or copies), and will be checked and recorded by project engineering department.

10. 1.2.5安全管理:总包方由安全员向分包方进行安全交底,交底内容包括:本工程

施工现场的情况及安全应注意的主要事项、安全目标、总包方的安全管理规定及奖罚细则等,并与分包方签订安全责任合同书。Safety production: safety requirements of the general contractor will be clarified by the HSE man to the subcontractor. 10. 1.2.6质量管理:总包方由质量员向分包方进行质量交底,交底内容包括:本工程施工现场的质量目标、成品保护的有关规定、并与分包方签订质量责任合同书。Quality management: general contractor’s quality manager is responsible for the quality requirement clarification to subcontractors, this includes: quality objective of this project, product protection and related regulations, and sign quality liability contract with subcontractor s.

10. 1.2.7文明施工:总包方由工程部向分包方进行现场文明施工交底,交底内容包括:本工程施工现场的文明施工目标、文明施工的有关规定及奖罚细则、并与分包方签订文明施工责任合同书。Civilized construction: general contractor is responsible for civilized construction requirement clarification to subcontractors, this includes: civilized construction objective of this project, civilized construction related regulations and rewards and punishment specifications, and sign civilized construction contract with subcontractors.

10. 1.2.8技术管理:主要协助分包方编制与总包方的协调,工序交叉配合及有关涉及应由总包方与分包方共同确定的施工方案的编制。并应本着对工程质量,安全有利的原则对分包方编制的施工方案提出建议。T echnology management: aid the coordination between subcontractor and general contractor, the cross and cooperation of different activity sequences. Coordinate the compiling of execution plan that will be co-edited by primary and secondary contractor. In the light of being good to the project quality and safety, make proposals to subcontractor?s execution plan.

10. 1.3工作协调:为保证工程质量和进度的全面实现,总承包商对分包商的工作进行协调。Coordination of work: in order to realize the comprehensive performance of the project?s quality and progress, general contractor should be responsible for coordination of subcontractors? work.

10. 1.3.1与发包人西图、业主之间的协调coordinate with package deliverer/CH2MHILL, and Client/Hercules

项目部将站在工程全局的角度,积极主动高效地为发包人服务,协助发包人落实重大施工事宜和施工条件,解决工程实施过程中的重大问题,在施工管理的各个环节上,与发包人建立良好的相互信任、相互支持和相互理解关系,以保证工程的优质、高效、文明、安全施工。With a complete view of the project, the project team should serve the package deliverer positively and effectively, aid the package deliverer to carry out important

10. 1.3.2与设计单位之间的协调:coordinate with designing institutions

项目部将与设计单位积极主动地联系、沟通和协调,认真进行图纸会审,减少图纸失误,及时解决施工中出现的问题。施工过程中出现的设计问题,及时同设计单位联系,共同研究解决办法。Project team should take initiative in contacting and coordinating with the designing institutions, make careful drawing review and minimize drawing error, solve construction problems in time. 10. 1.3.3与监理公司之间的协调:Coordinate with the supervision company

在施工全过程中,严格按照经发包人、监理批准的“施工组织设计”进行全面质量管理,以严肃的施工管理程序,达到工程所要求的各项技术、质量、经济指标。在施工班组“自检”和项目经理部的“专检”的基础上,服从监理公司的管理,虚心认真接受和服从监理公司的验收和检查,并按照监理工程师提出的要求予以整改。During construction phase, process comprehensive quality management in strict accordance with construction organization design which is approved by package deliverer, and Supervision Company, in order to achieve all technology, quality and economic targets required in this project. On the basis of self-check within different teams and special check by the project managing department, contractor should subject to the management of Supervision Company, accept and obey the check and inspection of supervision company with an open mind and earnestly, and make corrections according to supe rvising engineer?s requirements.

10. 1.3.4与周边社区等之间的协调coordinate with the surrounding communities

项目部在进场的同时及时与周边社区取得联系、进行沟通,相互建立良好的谅解关系,采取有针对性的措施重点控制对周边的噪音干扰、粉尘和光等因素的污染,保证周边环境良好。Before the starting of the project, the project should get contact with surrounding communities in time to get better understanding, adopt pertinent measures to control pollutions like noise, dust and dirt, and light. In this way, it may minimize impact on surrounding environment and ensure a sound environment for the surrounding communities.

10. 1.3.5现场资源和机械设备的协调coordinate the site resource and machinery equipments.

根据各专业承包商的作业内容主次不同,合理分配现场各项资源(包括场地道路)、机械设备和安排施工顺序,确保关键施工线路得以保障。当不同专业之间交叉施工发生矛盾时,优先保证关键线路,并处理好各承包商的利益,保证总体施工正常进行。According the priority sequence, distribute site resource (including site road), machinery equipments

reasonably to guarantee the key construction route. When different divisions have conflicts during construction, take priority to protect the key route, and manage well the interests of different sub-contractors, in order to guarantee the whole project can proceed smoothly.

10. 1.4进度计划管理management of progress schedule

10. 1.4.1根据总承包商下达的各阶段计划编制各自的总进度计划、月进度计划、周进度计划并报业主/西图批准后实施。In accordance with the phase progress schedule of the general contractor, make out general progress schedule, monthly progress schedule and week progress schedule, and execute them after submitting them to Client/CH2MHILL for approval

10.1.4.2在每月二十五日前向项目工程部报送下月度进度计划。Give in the monthly progress schedule of next month to project engineering department before every month?s 25th

10. 1.5进场物资管理management for in-area resource

101.5.1承包商进场的工程材料、设备、半成品均应符合设计规定,其品质应达到国家标准和合约规定的型号、规格、生产厂家、产地、质量等级要求。Contractor?s Project materials, equipments, semi-finished products should comply with requirements prescribed in the design, its quality should comply with the requirements prescribed in GB and contract (which includes type, specification, manufacturer and quality rating).

10.1.5.2合约中未确定标准的主要物资,分包商应事先向总包商及发包人提供样品(或相关的技术文件),经确认后才能进行采购。For main material which is not specifically prescribed in the contract, sub-contractors should provide samples (or related technical documents) to general contractor and package deliverer, and proceed purchasing after approval.

10.1.5.3承包商的主要工程物资进场后应书面通知发包人/西图、监理进行品质确认,同时应提供相应的出厂合格证、质量检验证明、产品使用说明书(进口物资还需提供符合进口规定的其它文件)等技术文件。对进场后需抽检的材料,应及时约请发包人、监理和总包商共同按规定取样送检,其检验结果报发包人、监理和总包商。After contractor?s main material is moved into the construction area, contractor should give in a written report to package deliverer/CH2MHILL, supervision department for quality approval, and provide relevant technical documents like manufacturing qualification, quality inspection certificate, and product description (imported goods should have other relevant documents) etc. for in-area materials which needs random inspection, invite package deliverer, supervision company and general contractor to take samples and make inspection. This process will be notified to supervision and related department by the subcontractor, general contractor will attend the approval process.

10. 1.6.2过程产品检验Process product inspection

分承包商应对工序产品进行自检、互检和交接检查,并作好相应的检查记录。Subcontractor should carry out self-inspection, mutual inspection and handover inspection, and make relevant inspection record.

结构工程中的预留洞预埋管线配件应严格按施工图纸进行,不得事后打凿结构,预埋箱盒标高应统一,在下道工序施工前应经项目安装部质检员进行验收。Pre-reserved pipe hole and pre-buried pipe fittings in structural project should be strictly in compliance with shop drawing, digging holes on finished work is not acceptable, the elevation of pre-buried box should be the same, the next activity sequence should not be processed until this activity sequence is checked and accepted by quality inspector of project installation department.

Subcontractor should cooperate with project technical quality department for its routine inspection on project inspection, obey the dealing proposals for quality issues, and carry out in-time correction for existing quality issues. 10.1.7技术资料及工程档案的管理management of technical material and project files

10.1.7.1承包商进场作业前需编制施工组织设计(或方案)。Before moving into the construction area and start construction, contractors should make out construction execution plan (or blue print).

10.1.7.2各主要工序施工作业前15天应向总承包商提交作业指导书(或方案),经项目技术质量部审批后报西图、监理审批实施。Before the construction of certain divisional work, operation plan (or blue print) should be submitted to the general contractor, after being approved by project technical quality department, it should be reported to CH2MHILL and Supervision Company for approval.

10. 1.7.3各工序施工前承包商应对作业人员进行书面技术交底,交底资料要妥善保存,并作为管理资料纳入工程档案交工前提交总包商。Before the construction of certain divisional work, make written clarification to the operating workers; the written clarification should be saved properly, and will be compiled as management material into project file; submit this file to general contractor before the handover of this project.

10.1.7.4工程竣工后应按政府规定向总包商提交规定数量完整的竣工资料,同时提交竣工照片一套。After completion of the project, submit complete completion file to general contractor in accordance with governmental regulations.

10.1.8成品保护Product protection

10.1.8.1项目部是成品保护工作的检查、监督指导、协调部门。各承包商应无条件服从有关指令和项目部颁发的成品保护制度文件. Project team is the inspection, direction, supervision and coordination department for product protection. All contractors should obey orders unconditionally and the product protection system regulation issued by the project team.

10. 1.8.2承包方的施工方案、作业指导书编制应包括相应项目的成品保护措施并落实执

行。Execution plan and operation guidance manual of the contractor should be worked out, in which product protection measures are included. Carry out these regulations.
