Chinese and foreign talent training agreement outline

当今世界,人才资源已成为最重要的战略资源。为了提高国家竞争力,世界

各国都高度重视开发人才资源。高等教育国际化是21世纪世界高等教育发展中最为凸显的趋势之一。以教育推动创新,以创新人才成就创新经济,这是一个全球性的

课题。经济的全球化必然带来教育的国际化。随着全国各地城市化进程的

加快,人才结构的层次也在不断提高。政府将进一步把教育国际化纳入区域发展战

略规划,加大国际人才的培养力度。

In today's world, talent resource has become the most important strategic resources. In order to improve the national competitiveness, all countries in the world attach great importance to develop talent resources. Being internationalization is one of the most prominent trend of the higher education development in the 21st century world. To promote creation by education and to use innovative talents to promote innovative economy, this is a global issue. The globalization of economy must lead the internationalization of education. Along with the acceleration of urbanization throughout the country, talent structure hierarchy is also rising ceaselessly. The government will further take education internationalization into regional development strategy planning, increasing international talent cultivation.

首先,教育部将进一步扩大中国教育对外交流。主要有科研合作、人才培养

合作和中外合作办学等几种形式。鼓励有条件的高等学校与外国知名高等学校合作

培养人才,争创国家示范性中外合作学校和中外合作办学项目。例如,广州大

学近日与东方国际教育交流中心签署合作协议,国家留学基金委东方国际教育交

流中心将向广州大学引入更多的全球优质教育资源,并逐步向广州大学学生开放。

为广州大学的国际化建设搭建平台,为该校毕业生出国深造提供良好的条件和途

径,部分项目还将向社会逐步开放。其中法国CNAMfc学此次在该校招收的硕士预科项目旨在培养具有英法双语、专业技能和管理硕士的复合型人才。

立一种新思路,要着眼于一个国家的核心竞争力。作为国家留学基金管理委员会

员会的官方资源,与广东地区教育资源紧密结合,寻找创新的服务模式,通过项目

合作,不断引进国外优质教育资源,积极开展国际合作办学,形成了鲜明的国际化

办学特色,增加国内外教育的交流机会,让世界融入院校,让院校服务世界,让世

界了解院校,让学生走向世界。在教育、管理、英语培训和文化活动等领域开展合作,培养更多的国际化人才。

下一步,中国将继续坚持“引进来”与“走出去”的战略,不断提高中国教育的国际化水平和克争力。

在“引进来”上,中国需要引进外国的教育资源,不仅是教育理念、教育模

式,还有教育资源。在“走出去”方面,将推动中国高水平教育机构海外办学,提

高孔子学院办学质量和水平,创新和完善公派出国留学机制,加强对自费留学人员

的政策引导,实施学生海外学习和实习计划。

In " bringing in ", China needs to introduce foreign education resources, not

only the education concept, education mode, but also the education resources. In the "going out", we will promote China ' s high

level education institutions overseas, improve the quality and level of Confucius institute, innovate and perfect the mechanismof the government study abroad, strengthen policy guide of study abroad at personal expenses ,and implement students study abroad and internships.

“走出去”是为了“引进来”。鼓励学子留学海外,是我国利用全球资源、培养国际化人才的“加速器”。我国坚持“支持留学、鼓励回国、来去自由”的方针,努力做好引进和用好留学人才工作。近年来,我国一再加大吸引海外高层次人才回国创新创业的力度,推出一系列优惠政策吸引越来越多的留学人员回到祖国的怀抱。很多留学回国人员在经济、科技、社

会科学领域取得了突出成绩,为改革开放和社会主义现代化建设事业作出了重要贡献。
