对新农村文化建设的思考及建议

【摘要】新农村建设中农村文化建设仍然是薄弱环节，阻碍农村经济发展和社会进步，进而影响到实现全面建成小康社会的建设目标。在落实科学发展观和构建社会主义和谐社会的时代背影下，如何加快新农村文化建设，与农村经济、政治、社会协调发展成为当前亟需解决的难题。为此，在充分解析存在问题基础上，提出有针对性的对策和建议，以推动新农村文化建设的进程。

Abstract：The cultural construction in building new countryside is still the weak link, hinder the development of rural economy and social progress, then affects the realization of the goal of building a comprehensive well-off society. In implementing the scientific outlook on development and building a harmonious socialist society in the era of shadow, how to accelerate the construction of new rural culture, and rural economy, politics, society to coordinate development as the solution to the problem. Therefore, in the full analytic existence problem foundation to go up, put forward countermeasures and suggestions, in order to promote the new rural cultural construction process.

21世纪初，十六大提出全面建设小康社会的目标，即到2015年达到中等发达国家水平，基本实现现代化，城市化水平达到70%以上，农民减少到1亿人，社会形态从农业社会变为工业社会。我国农村人口众多，若随着城市化的扩散，大量农业人口涌入城市将出现负城市化现象，不但无法实现社会的现代化，而且会引出诸多社会问题，甚至导致社会的倒退。因此，我国城市化的实现直接以农村现代为前提和基础。新农村建设就是农村现代化建设，它是我国全面建成小康社会的客观需要，也是我国建设社会主义现代化国家的必由之路。而新农村文化建设是贯穿整个农村建设过程的重要方面，是全面体现这一建设成果的主要载体，应尤为重视。

一、新农村文化建设的必然性

新农村建设的实质就是现代文化的构建过程，即现代物质文化、精神文化、制度文化“三位一体”的建设过程，因此，加强新农村文化建设就是加强新农村建设，加强农村现代化建设。新农村建设是实现农村经济、政治、文化、社会的全面发展，达到现代化社会水平，文化建设是其重要内容和重要保证。新农村文化建设是全面建成小康社会的内在要求，是树立和落实科学发展观，构建社会主义和谐社会的重要内容。
