术语和定义

本标准直接引用GB/T 2900.49-1994《电工术语电力系统保护》、GB/T 2900.50-1998 《电工术语发电、输电及配电通用术语》、GB/T 2900.52-2000 《电工术语发电、输电及配电发电》、GB/T 2900.57-2002《电工术语发电、输电及配电运行》、GB/T 2900.58-2002 《电工术语发电、输电及配电电力系统规划和管理》、GB/T 2900.59-2002《电工术语发电、输电及配电变电站》标准术语，并定义下列术语。

3.1 基本名称

3.1.1

电力系统 electrical power system

电力系统包括发电、供电（输电、变电、配电）、受电设施和为保证这些设施正常运行所需的继电保护和安全自动装置、计量装置、电力通信设施、电网调度自动化设施等。《电网调度管理条例》中也称电网。

3.1.2

电力调度机构 electrical power dispatching organization

指各级电力调度通信中心（局、所）或电力调度交易中心。电力调度机构是电网运行的组织、指挥、指导和协调机构，电网运营企业负责设立和管理所辖电力调度机构。调度机构既是生产运行单位，又是电网运营企业的职能机构，在电网运行中行使调度权，在电力市场运营中负责市场交易。

3.1.3

电力监管机构 Electricity Regulatory Commission

指国家电力监管委员会及其派出机构。国家电力监管委员会按照国务院授权，行使行政执法职能，依照法律、法规统一履行全国电力监管职责。

3.1.4

电网运营企业grid operation enterprise

指负责电网运行和经营的电力企业。

3.1.5

电网使用者 electrical power system user； network user

指使用电网完成电力生产、输送、交易和消费的单位与个人，如发电企业、供电企业、电网直接供电用户和一般用户。

3.1.6

发电企业 electrical generation enterprise

指并入电网运行的(拥有单个或数个发电厂的)发电公司。

3.1.7

供电企业 electrical supply enterprise

指负责配电网的运行和电力销售的供电公司。

3.1.8

用户 user

电网公司向其供电的个人或企业。

3.1.9

直接供电用户 embedded user

指直接由省（直辖市、自治区）级电网最高一级及次高一级电压供电或与省（直辖市、自治区）级以上电网公司直接签定购受电合同的用户。

3.2 并网部分

3.2.1

并网 interconnections

指两个独立经营的电网与电网之间、电厂与电网之间或用户与电网之间通过电气特性的物理联接。

3.2.2

并网点 grid supply point;grid entry point

指电网供电点和发电企业接入点连接的断路器设备。

3.2.3

首次并网日 first interconnection day,first grid entry day

指并网调度协议中电网运营企业与要求并网的（发电企业）双方商定的，电厂首次与电网同期连接的日期。

3.2.4

并网申请书 grid entry application

指由要求并网的（发电企业）向调度机构提交的要求将其电厂或机组与电网并网的书面申请文件。

3.2.5

A1、A2

电网区域控制偏差（ACE）的性能评价标准，是NERC早期评价标准。该标准是基于过零要求及确定性限值来评估区域控制偏差的控制水平。

3.2.6

CPS1、CPS2：

电网区域控制偏差（ACE）的性能评价标准，是NERC近期评价标准。该标准是基于统计方法来衡量区域控制偏差与频率偏差的关系，以确定性限值来评估区域控制偏差的控制水平。

3.2.7

购售电合同 buy and sale power contract

指购电方与售电方就电量的购销及购电方的有关付款等事宜签订的合同。

3.2.8

并网调度协议 grid entry dispatching aggreement

指电网运营企业与电网使用者就调度运行管理所签订的协议，协议规定双方应承担的基本责任和义务；双方应满足的技术条件和行为规范。

3.3 运行与调度

3.3.1

调度管理规程dispatch and management regulation

指由电网运营企业制定的用于规范在本网内的调度行为的技术和管理规范。

3.3.2

调度端 dispatching center;control center

指负责对电网进行控制和调度的机构及相应的设施。

3.3.3

被调度端 dispatched terminal;controlled terminal

指接受电网控制和调度指令的执行机构及相应的设施，如下级调度机构、发电厂、变电站以及换流站等。

3.3.4

调度电话 dispatch calls;control calls

在正常和事故运行状态下，电力调度机构调度员和被调度端运行人员之间彼此业务联系使用的专用电话。

3.3.5

特殊运行方式 particular operation mode

指在电厂或电网接线方式与正常运行方式（包括正常检修方式）有重大变化时，电厂或电网相应的运行方式。

3.3.6

中长期平衡 long and middle period power balance

指电网运营企业根据中长期负荷预报、网间中长期功率交换计划、发电企业及用户提供的中长期发供电数据，在满足电网安全约束条件下，所做的中长期（年、月、周）发供电平衡。

3.3.7

短期平衡 short period power balance

指电网运营企业根据短期负荷预报、网间（短期）功率交换计划、发电企业及用户提供的短期发供电数据，在满足电网安全约束条件下，所做的短期（一般为日）发（供）电平衡。

3.3.8

实时平衡 real time power balance; on line power balance

指电网运营企业根据电网的超短期负荷预报、网间（实时）功率交换计划及发电企业（和用户）的实时发（供）电数据，在满足电网安全约束条件下，所做的实时发（供）电平衡。

3.3.9

日发电有功曲线day-generation active power curve

指调度机构每日以申报的可用发电容量和年度、月度发用电计划及联络线交换计划、负荷预测、水电厂水情预测和购售电合同为基础而制定的次日计划发电的有功曲线，以若干时段（如48、96点）有功出力表示。

3.3.10

可用发电容量 available generation capacity

指机组受设备条件限制修正后的可靠出力。

3.3.11

最小技术出力 minimum output of a unit(power station)

在电网运营企业登记的发电机组在稳态运行情况下的最小出力（以MW计）。

3.3.12

最大技术出力 maximum output of a unit(power station)

在电网运营企业登记的发电机组在稳态运行情况下的最大出力（以MW计）。

3.3.13

计划检修 planned repair;scheduled maintain

指协议双方为检查、试验、检修机组或其他设施，根据电力行业标准，参照设备供应商的建议、技术参数及电厂运行经验有计划安排的机组处于检修的状态，包括大修、（中修）、小修、节日检修和公用系统检修。发电设备检修时间：从电力调度机构批准的正式开工日开始，将设备退出运行/备用，到设备正式投入运行/转入备用时为止，所有操作、启动、试验和试运行时间均算在检修时间内。

3.3.14

计划停运 planned outage;scheduled outage

指为维修或其他目的事先安排好的停运。计划停运应是事先安排好进度，并有既定期限。本协议中指双方根据颁布的检修规程规定，为检查、试验、维护、检修而参照设备手册、技术参数、设备运行实况及电力行业标准而有计划安排的年度或月度设备停运。包括大修、小修、节日检修、电力调度机构要求的低谷消缺、公用系统计划检修，以及电力调度机构根据电网运行需要，安排的计划停机备用。

3.3.15

非计划检修 non-planned repair;non-scheduled maintain

指计划检修以外的所有检修。

3.3.16

非计划停运 non-planned outage;non-scheduled outage

指电厂机组处于不可用而又不是计划停运的状态。根据需要停运的紧急程度，非计划停运分为以下5类：第1类为立即停运；第2类为可短暂延迟但必须在6小时以内退出的停运；第3类为可延至6小时以后，但必须在72小时之内退出的停运；第4类为可延至72小时以后，但必须在下次计划停运以前退出的停运；第5类为超过计划停运期限的延长停运。

3.3.17

减低出力等效停运小时数 down load equivalent outage hour

是指机组降低出力小时数折合成按铭牌最大容量计算的停运小时数。

3.3.18

效非计划停运小时 equivalent non-palnned outage hour

指非计划停运小时与非计划降低出力等效停运小时之和。

3.3.19

年计划停运允许小时数 annual allowable and equivalent palnned outage hour

是指由电力调度机构与发电企业根据设备制造商的建议和并网电厂发电机组的运行状况，按同网同类型机组分类而确定的任何一年计划停运的允许小时数。机组的的年计划停运允许小时数分为大修年度的年计划停运允许小时数和无大修年度的年计划停运允许小时数。

3.3.20

年等效非计划停运允许小时数 annual allowable and equivalent non-planned outage hour

是指由电力调度机构与发电企业根据设备制造商的建议和并网电厂发电机组的运行状况，按同网同类型机组分类而确定的任何一年等效非计划停运的允许小时数。本协议中仅指因发电企业原因造成的非计划停运。机组的年等效非计划停运允许小时数分为大修年度的年等效非计划停运允许小时数和无大修年度年等效非计划停运允许小时数。

3.4 安全

3.4.1

网络制约 network restrction;grid restriction

由于输电容量不足或系统其它条件使电网运行受限制。

3.4.2

系统制约容量 system constrained capacity

额定容量中因网络制约而不能使用的部分。

3.4.3

系统裕度 system margin

系统最大出力总和与同一时段的预测负荷、事故备用、旋转备用总和之间的差值(或百分数)。

3.4.4

负荷控制load control

为了保障电网的安全、稳定运行，在电网特定运行情况下，电网运营企业采取特殊措施降低用户的用电需求。

3.4.5

系统全停system outage

指系统全部发电设备停运并且没有外部联网供电的情况，（即）整个系统停电，（在此情况下）需要电力调度机构发令进行黑启动，逐步恢复整个系统的运行。

3.4.6

本地黑启动恢复计划site black start plan

黑启动发电厂的一台发电机（可能与该黑启动发电厂的另一台发电机一起）按规定的详细方法和程序向整个系统的部分送电并形成一个满足当地（用电）要求的孤立系统。

3.5 辅助服务部分

3.5.1

辅助服务 ancillary service;system ancillary service;commercial ancillary service

是指维持供电质量、保证供电安全性、稳定性和可靠性所需发电企业和用户提供的技术产品。辅助服务包括基本辅助服务和有偿辅助服务。

3.5.2

辅助服务协议 ancillary service agreemnet;system ancillary service agreement

用户与电网运营企业之间签订的由电网运营企业向该用户所提供的辅助服务付款的协议。

3.5.3

基本辅助服务 system ancillary service; elementary ancillary service

是指并网调度协议规定的最低技术性能要求，是强制性的辅助服务。

3.5.4

有偿辅助服务 commercial ancillary service

是指辅助服务使用方向辅助服务提供方以合同或辅助服务竞价等市场手段购买的辅助服务。

3.5.5

黑启动 black start

是指整个系统因故障停运后，在无外来电源供给的情况下，通过系统中具有自启动能力机组的启动，带动无自启动能力的机组，逐步扩大电力系统的恢复范围，最终实现整个电力系统的恢复。

3.5.6

黑启动能力 black start capability

是（指）在没有外来电源供给的情况下，黑启动电厂按照电力调度机构的指令，在两小时内将至少一台发电机组从停机状态启动并与系统同期并列。

3.5.7

黑启动电厂 black start power plant

根据与（发电企业）的双边协议被登记为具有黑启动能力的电厂。

3.5.8

黑启动试验 black start unit test

为了证明黑启动电厂具有黑启动能力，根据电力调度机构指令，由黑启动电厂进行的黑启动试验。

3.5.9

一次调频 primary frequency regulation

指通过各原动机调速器来调节各发电机组转速，以使驱动转矩随系统频率而变动，是并网机组必须具备的功能。

3.5.10

自动发电控制（AGC）辅助服务 AGC ancillary service

指按系统频率目标，由电力调度机构发送指令给有关发电厂的机组，通过机组的自动控制调节装置，实现发电自动控制，从而达到稳定系统频率的调控目标。

3.5.11

无功辅助服务 reactive power ancillary service

指发电机组（或无功补偿设备）所提供的无功调整能力以满足系统无功的要求，以及在电力系统

故障后提供足够的无功支持以防止系统电压崩溃所提供的服务。

（又称无功支持服务或无功电压控制服务，指发电机组向电网注入或吸收无功功率，以维持系统正常运行时节点电压波动水平在允许范围内，在电力系统故障后提供足够的无功支持以防止系统电压崩溃的服务。）

3.5.12

备用辅助服务 power reserve ancillary service

指并入电网的发电机组为未来系统负荷变化预留一定的备用容量所提供的服务，分为热备用和冷备用。

3.5.13

黑启动辅助服务balck start ancillary service

指在无外来电源的情况下，发电机组能够自启动并开始最初的电力系统的恢复能力。（是指整个系统因故障停运后，在无外来电源供给的情况下，黑启动电厂为实现整个电力系统的恢复所提供的服务。）

3.6 其他

3.6.1

系统试验 system test

在整个系统或整个系统的任何部分上，包括模拟条件或非常规、不经常或极端条件的受控应用的试验，但不包括投产、再投产试验和任何其它次要试验。

3.6.2

最终报告 final report

在系统试验结束时，试验提议人编写报告提交电网运营企业及其他试验小组成员。

3.6.3

注册数据 registered data

在联网完成后标准计划数据和详细计划数据中的各项。
