浅谈房屋建筑施工中的质量管理

摘要:坚持质量第一、提高管理水平,是提高建筑工程质量关键之所在,只有在符合规定的质量标准和用户要求的前提下,满足质量、工期、成本等要求,才能为社会提供更多的优质、安全、经济适用的建筑产品。本文基于此,对房屋建筑施工中的质量管理进行了相关探讨。

1 强化培训、优选施工人员是奠定质量控制的人才基础

工程质量是所有参加工程项目施工的技术管理干部、操作人员协调工作的结果,所以施工人员是形成工程质量的主要因素。要控制工程质量首先是培训和优选施工人员,提高他们的综合素质。首先应提高他们的质量意识,按照全面质量不管的观念施工人员必须树立五大观念:质量第一的观念、预控为主的观念、用数据说话的观念以及社会效益与企业效益并重的综合效益观念。其次是施工人员的技术素质,管理干部、施工人员都应具有较高的进行质量规划和目标管理的能力,生产人员则应具有精湛的技术能力,一丝不苟的工作作风,严格执行质量标准和操作规程的法制观念,服务人员则应做好技术和生活服务,能以出色的服务间接地保证工程质量。

2 充分发挥质检人员质量检查控制作用

按照“防检结合,预防为主”的原则积极推行“讲、帮、防、卡”的科学检查方法,与施工人员一道,共同对业主,对下道施工工序负责,质检人员、用户、施工人员要建立新型的合作关系,质量检查人员和施工现场作业人员目标是一致的,都是为向用户提供高质量,满意的建筑产品。但施工生产较忙的时候,为抢工程进度就放松质量管理的倾向时有发生。这导致了工程质量检查与被检查之间产生矛盾。要充分发挥工程质量检查人员的积极性,就要树立质量检查人员的权威性,这是十分必要和重要的。

3 以一案例逐步剖析质量管理,工程概况

河池境内某大厦工程为地下一层、地上二十二、二十五层建筑,占地面积为2550.4平方米,建筑总高度为79.950米,建筑面积为地下4008平方米,地上36855平

方米,阳台面积为1570.1平方米;设计主体合理使用年限为50年;建筑耐火等级二级,抗震设防烈度为7度,框架抗震等级二级;地下一层至地上三层2-A轴交2-6轴及2-17轴上的短肢剪力墙抗震等级为一级,其余剪力墙抗震等级为二级。该工程采用基础形式为预应力高强混凝土管桩,结构类型为现浇钢筋砼框架-剪力墙结构。

4 施工前的管理

对施工前的质量管理,主要涉及三个方面,一是对有关设计、勘察文件审查的管理。对设计、勘察单位的质量行为和活动结果的监督,重点是放在对设计、勘察文件的审查监督把关上。一旦发现其违犯有关法律、法规和强制性标准的设计和勘察文件,可以通过直接的经济处罚和法律制裁,使直接责任主体承担由其失误疏忽或有意所造成的质量责任。二是对招投标活动的管理,重点是施工招投标的监督,实现市场监督与质量监督的有效结合,通过质量监督审查促进市场竞争的规范化和良性运转,通过市场有效运作,保证质量监督的有效性。三是对合同文本的监督,重点是施工合同的监督,把质量管理的规范化和法制化落实到合同条款中,以合同的法律效力约束各建设主体的质量行为和活动结果。通过对这三方面的内容的审查监督,实现政府对建设工程质量实施过程的预控监督。施工前质量管理的重点归根到底是对业主质量行为的管理,因为业主是所有这些活动的组织者、决策者,这也是规范建设业主质量行为和活动结果的重要措施。

5 施工中的管理

5.1 原材料质量控制

材料质量是工程施工质量的关键,工程使用原材料不符合规定,工程质量不可能符合要求。因此,在工程施工质量控制中不许再施工前对材料进行质量控制,保证材料质量,以此提高工程施工质量。对于材料的控制,首先要对材料供应常见进行必要的审核,选择具有资质的供应厂家进行材料的供应。其次,要对进场原料进行必要的检验,包括:质量检验报告单的检查、外观的检查、理化检验的检查等等。通过一系列的检验来保证进场原料的质量。

5.2 工序与工期控制

要落实交接检制度,上道工序不合格不得进入下一道工序施工。同时建筑工程质量受季节影响,合理安排施工进度是保证工程质量的重要措施,而盲目抢工期必然造成严重后果。实现质量控制步骤一是设立质量控制点,选定关键环节和重点工艺进行重点检查,二是强化对操作人员的管理,工程质量的好与坏,在一定程度上取决于施工人员的操作水平的高低。

Therefore, if any project exceeds its budget other projects are dropped from the program or the scope is reduced to provide the funds necessary to cover the cost growth. Such actions exacerbate the deterioration of a state’s transportation infrastructure. This study is an anthology and categorization of individual cost increase factors that were identified through an in-depth literature review. This categorization of 18 primary factors which impact the cost of all types of construction projects was verified by interviews with over 20 state highway agencies. These factors represent documented causes behind cost escalation problems. Engineers who address these escalation factors when assessing future project cost and who seek to mitigate the influence of these factors can improve the accuracy of their cost estimates and program budgets Historically large construction projects have been plagued by cost and schedule overruns Flyvbjerg et al. 2002. 农村社会养老保险的现状、问题与对策研究社会保障对国家安定和经济发展具有重要作用,“城乡二元经济”现象日益凸现,农村社会保障问题客观上成为社会保障体系中极为重要的部分。建立和完善农村社会保障制度关系到农村乃至整个社会的经济发展,并且对我国和谐社会的构建至关重要。我国农村社会保障制度尚不完善,因此有必要加强对农村独立社会保障制度的构建,尤其对农村养老制度的改革,建立健全我国社会保障体系。从户籍制度上看,我国居民养老问题可分为城市居民养老和农村居民养老两部分。对于城市居民我国政府已有比较充足的政策与资金投人,使他们在物质和精神方面都能得到较好地照顾,基本实现了社会化养老。而农村居民的养老问题却日益突出,成为摆在我国政府面前的一个紧迫而又棘手的问题。 一、我国农村社会养老保险的现状 关于农村养老,许多地区还没有建立农村社会养老体系,已建立的地区也存在很多缺陷,运行中出现了很多问题,所以完善农村社会养老保险体系的必要性与紧迫性日益体现出来。 (一)人口老龄化加快 随着城市化步伐的加快和农村劳动力的输出,越来越多的农村青壮年人口进入城市,年龄结构出现“两头大,中间小”的局面。中国农村进入老龄社会的步伐日渐加快。第五次人口普查显示:中国65岁以上的人中农村为5938万,占老龄总人口的67.4%.在这种严峻的现实面前,农村社会养老保险的徘徊显得极其不协调。 (二)农村社会养老保险覆盖面太小 中国拥有世界上数量最多的老年人口,且大多在农村。据统计,未纳入社会保障的农村人口还很多,截止2000年底,全国7400多万农村居民参加了保险,占全部农村居民的11.18%,占成年农村居民的11.59%.另外,据国家统计局统计,我国进城务工者已从改革开放之初的不到200万人增加到2003年的1.14亿人。而基本方案中没有体现出对留在农村的农民和进城务工的农民给予区别对待。进城务工的农民既没被纳入到农村养老保险体系中,也没被纳入到城市养老保险体系中,处于法律保护的空白地带。所以很有必要考虑这个特殊群体的养老保险问题。

中国服务贸易的国际竞争力探析 ——文献综述 随着世界经济进入服务经济时代,以产品为基础的竞争向以服务为基础的竞争转变,服务业在维护一国经济和政治利益方面处于重要的战略地位。据WTO发布的数据显示,全球服务贸易总体发展的趋势在不断加强,1980年到2007年间,世界服务贸易出口额从3650亿美元扩大到33000亿美元,27年间增长了8倍,占世界贸易出口的比重从1/7增长到近1/3。在2010年,世界服务贸易达到了36595亿美元,占当年世界贸易总额的1/3。由此可见,服务贸易势必成为全球经济发展的重要组成部分。 服务贸易在全球贸易比重不断增加,世界各国都从国际服务贸易中受益颇丰,此时,对我国服务贸易的竞争力进行研究,分析我国服务贸易发展不足的原因,发掘我国服务贸易的潜在优势以及探究提升我国服务贸易竞争力的策略便具有非常重要的意义。 1.服务贸易及其国际竞争力的定义 《服务贸易总协定》(General Agreements on Trade in Service,GATS,1994年4月15日),其中对服务贸易做出了明确的定义:第一,跨境提供(cross-border supply),即从缔约方境内向任何其他缔约方境内提供服务,这种服务无需人员、物资和资金流动,而是通过现代通讯、邮电、计算机网络实现的视听、金融、信息等服务;第二,境外消费(consumption abroad),即缔约方境内任何向其他缔约方消费者提供服务,如接待外国游客、提供旅游服务,为国外病人提供医疗服务,接受外国留学生等;第三,商业存在(commercial

互利共赢的供应商质量控制 前言 近年来,随着对供应链的重视,供应商管理正逐渐成为企业和学术界的关注对象,IS09000族标准以及QS 9000标准都对供应商的管理提出了相应的要求,与供应商管理有关的研究成果正逐渐增多,一些软件巨头也推出了供应商关系管理的软件,但是在这些研究成果和应用软件中,涉及到的供应商质量控制的内容只是一些最基本的要求,而供应商质量控制恰恰是供应商管理的最基本、最重要的内容。另一方而,质量管理界对质量控制的研究取得了大量的成果,遗憾的是这些成果大多依然局限于企业的内部控制,仅仅研究从企业内部各环节如何改善产品的质量,而基于供应链的角度来研究质量控制的成果尚不多见。因此,系统地研究经济全球化形势下供应商质量控制的理论与方法,将有助于推动我国企业产品质量的快速提高和供应链竞争优势的形成与巩固。 1、质量与企业共存 质量一直是一个随着时代的变化而不断变化的概念,人们对质量的认识也往往因关注点不同而有所不同。如,早在1908年,通用汽车公司的工程师们在皇家汽车俱乐部会员们的面前拆解了3辆凯迪拉克轿车,并把这些零件混在一起,而后从中选择零件重新组装成车,然后驾车绝尘而去。这令在场的会员极为震惊,认为凯迪拉克车质量之高令人惊叹。显然在当时,汽车零件具有互换性是一种了不起的质量特性,这也是福特公司的N型车和T型车取得辉煌成功的重要原因.时至今日,即使农用三轮车的零部件也具有极高的互换性,零部件的标准化和互换性已经是理所当然的事情,不再是吸引顾客的重要质量特性.可见质量的内涵是不断变化的.那么究竟什么是质量呢? The rema in der of this sect ion will cover these issues. One of the most importa nt factors is the way objects are created and destroyed. Where is the data for an object and how is the lifetime of the object con trolled? There are differe nt philosophies at work here. C++ takes the approach that con trol of efficie ncy is the most importa nt issue, so it gives the programmer a choice. For maximum run-time speed, the storage and lifetime can be determined while the program is being written, by placing the objects on the stack (these are sometimes called automatic or scoped variables) or in the static storage area. This places a priority on the speed of storage allocatio n and release, and con trol of these can be very valuable in some situati ons. However, you sacrifice flexibility because you must know the exact qua ntity, lifetime, and type of objects while you're writing the program. If you are trying to solve a more general problem such as computer-aided desig n, warehouse man ageme nt, or air-traffic con trol, this is too restrictive. The sec ond approach is to create objects dyn amically in a pool of memory called the heap. In this approach, you don't know un til run-time how many objects you n eed, what their lifetime is, or what their exact type is. Those are determined at the spur of the moment while the program is runnin g. If you n eed a new object, you simply make it on the heap at the point that you n eed it. Because the storage is man aged dyn amically, at run-time, the amount of time required to allocate storage on the heap is sig ni fica ntly Ion ger tha n the time to create storage on the stack. (Creat ing storage on the stack is ofte n a si ngle assembly in structio n to move the stack poin ter dow n, and ano ther to move it back up.) The dyn amic approach makes the gen erally logical assumpti on that objects tend to be complicated, so the extra overhead of finding storage and releas ing that storage will not have an importa nt impact on the creati on of an object .In additi on, the greater flexibility is esse ntial to solve the gen eral program ming problem. Java uses the sec ond approach, exclusive". Every time you want to create an object, you use the new keyword to build a dyn amic in sta nee of that object. There's ano ther issue, however, and that's the lifetime of an object. With Ian guages that allow objects to be created on the stack, the compiler determines how long the object lasts and can automatically destroy it.
