经济新常态下矿山经营模式的发展

摘 要：面对中国经济新常态对矿山建设和经营提出的新要求，矿山行业迫切需要在经营模式上进行变革和创新，以维持企业的生存和发展。本文首先对现有矿山经营模式进行分类，分析不同经营模式的优缺点，然后针对矿业市场的新形势，提出了未来矿山建设和经营模式的发展趋势，重点构建了矿业经营共同体的新模式，将矿山建设、生产运营、产品销售等相关方联合成一个共同体，一起参与到矿山的投资、建设和生产等经营工作中，形成利益共享、风险共担的经营模式，实现矿山企业的持续、健康发展。 关键词：经营模式；矿山管理；发展趋势；共同体

Ａｂｓｔｒａｃｔ：As the new requirements that economic model of “new normal ”for construction and operation of mines ，the mining industry urgently needs to make changes and innovations in its operation model in order to maintain its survival and development ．This article firstly classifies the operation model of mines and analyzes the advantages and disadvantages ．Then ，based on the new situation in the mining
market ，the development trend of the future mine construction and management model is proposed ．The mine focuse on the establishment of a new model for the mining operation community which incorporate mine construction ，p roduction and management ，p roduct sales and other related parties to a community ，p articipate in the mining investment ，construction and production ，so as to form a mutual -beneficial and risk -sharing

近几年中国经济已进入了具有产业结构调整、经
济增长动力变化、资源配置方式转换等重要特征的经济新常态时期，这对传统行业的影响尤为深刻，随着资源生态环境约束加大、劳动力等要素成本上升，大投入、高消耗、重资产的矿山企业经营举步维艰。
矿山开采是具有悠久历史的典型传统行业，在
经济新常态和矿业新形势双重考验下，国内多数矿
山企业的自然禀赋条件差、体制机制不灵活、负担重、生产经营传统、思想禁锢等问题更加严重，生产经营的难度越来越大。面对严峻形势，矿山企业需要在经营模式上进行变革，引进和创新办矿模式，综合考虑资源、市场、技术等因素，以减少投入和消耗、提高经济效益、降低经营风险为目标，来实现矿山的可持续发展。１ 经营模式分类
总结目前矿业开发的情况，矿山经营围绕采矿权与经营权的关系，划分成三种模式，经营模式分类见图１。
１）自营。采矿权拥有者自己组织采矿生产和销售。
２）经营总承包。采矿权拥有者将矿山经营权
