云南少数民族教育的困境与突破 云南是中国民族种类最多的省份，5000人以上的世居少数民族就有25个，云南独有民族15个，跨境民族16个，少数民族人口达1500多万，少数民族人口占全省总人口数的1/3。少数民族教育对云南民族平等、团结、边疆及社会稳定都至关重要。是关乎到云南是否建成小康社会的战略问题，是关乎到云南各族人民梦想是否顺利实现的关键。务须克服困境，寻求突破。 云南少数民族教育存在的困境 由于云南的少数民族大多居住在边远山区，交通不便、生产落后，加上长期对民族教育经费投入不足，导致民族地区教育基础设施薄弱，教育水平相对滞后，入学率低，辍学率高，巩固率低，文盲率高的问题较为突出，民族教育面临着一些困境。 （一）居住地区的差异带来对少数民族受教育的差异。云南少数民族人口分布，以聚居、杂居、散居三种类型并存。主要聚居于内地坝区和边疆河谷的有回族、满族、白族、纳西族、蒙古族、壮族、傣族、阿昌族、布依族、水族等10个民族；主要聚居于半山区的有哈尼族、瑶族、拉祜族、佤族、景颇族、布朗族、德昂族、基诺族等8个民族；主要聚居在高山区的有苗族、傈僳族、藏族、普米族、怒族、独龙族等6个民族；彝族在半山区和高山区都有分布。一般认为，居住在坝区的社会、经济、文化、交通等条件较为优越，居住在半山区的次之，居住在高山区的较为不利。居住在坝区的少数民族教育水平整体不仅普遍高于居住在其它地区少数民族受教育水平，而且居住在坝区的少数民族受研究生教育水平还高出汉族总体水平两倍多。居住在半山区和高山区的彝族受教育水平夹在居住于高山区的6个民族和居住在半山区的8个民族之间。 （二）经济收入的差异对少数民族受教育也带来差异。少数民族经济发展的落后制约其教育的发展水平。目前，云南省仍有7个人口不足10万的特有民族仍较为贫困，如布朗族、普米族、阿昌族、怒族、基诺族、德昂族和独龙族。其中，整体仍处于绝对贫困状态的是德昂族、怒族和独龙族。这3个少数民族整体上仍然处于绝对贫困状态，其受教育的状况更为严峻。 （三）云南少数民族地区教育发展不平衡。贫困人口多、地区政策的差异是
