一、前言

在我国经济发展中，已经形成了一套完整的土建工程造价控制体系，这一体系对土建的发展起着重要的作用。但随着经济的发展，土建项目的不断增加，原有的那套土建工程造价控制体系就不可避免的出现种种漏洞，也就影响了土建工程造价的管理，因此加强对土建工程造价的控制具有重要的意义。
