1. American hopes that pressure from the U.S. will force Japan to suddenly dismantle its trade barriers are almost certain to evaporate in disappointment. The fact is that Washington faces an obstacle far more formidable than a few power brokers in Tokyo’s government offices. It must buck centuries-old, deeply ingrained Japanese customs. To move the Japanese government, Washington must move an entire nation.

So far, the U.S. has had only limited success despite congressional threats to retaliate. In an April 9 nationwide broadcast, Prime Minister Yasuhiro Nakasone urged the Japanese to buy more imported goods and unveiled a long-awaited three-year plan to ease import restrictions. But his program was far short of what Washington hoped to see.

White House Chief of Staff Donald Regan said the Japanese offered “few new or immediate measures.” While the plan did promise fewer curbs on imports of telecommunications gear, medicine and medical equipment, it offered no relief for American forest products – which are among the most contentious trade issues.

Nakasone gives every sign of being sincere in his desire to reduce a Japanese surplus in trade with the U.S. that hit 36.8 billion dollars in 1984 and could soon top 50 billion. 2. Yet to rely on any one Japanese political leader, no matter how popular he is at home, to reverse trade policies is to underestimate the culture and traditions that weigh heavily against a breakthrough.

Big business and dozens of anonymous bureaucrats have as much power as Japan’s top selected leaders.

“The whole concept that we can turn this around right now is patently ridiculous,” says an American trader who has lived and worked here since 1952. “The vested interests are being shaken and slowly moved, but at a pace too slow for the eye to follow.”

That view is echoed by a U.S. diplomat closely involved in the efforts to open Japanese markets to American goods, Washington’s stock solution to the ballooning trade imbalance.

3. “Japan is a relationship society rather than a transactional society,” he says. “You cannot alter that kind of

a system with a television speech or a bat ch of general proposals, no matter how well intentioned they are.”

Beyond specific tariffs or other official barriers to imports, experts here say that the U.S. faces these obstacles:

Nearly total domination of the Japanese market by a few dozen giant conglomerates that strongly oppose even token competition – be it from abroad or emerging domestic firms.

An elite, thickly layered bureaucracy that historically has drafted laws and regulations as well as enforced them, and both of these powers would be threatened by trade reforms.

A longtime relationship between business and government that critics say fosters collusion and hinders foreign entry into domestic markets.

Adamant support for import restrictions among Japanese farmers, one of the most powerful political forces.

4. A highly developed sense of loyalty to established practices and relationships that often outweighs any “duty” to society as a whole or, in some cases, even personal best interest. Esteem for caution and consensus in decision making at all social levels, and conversely, resentment of governmental fiats or one-man – even if that man is the head of government.

Compounding Washington’s problem is Nakasone’s weak position within his own party, the Liberal Democrats, who have ruled Japan for 30 years. His standing is so complex and fragile that he has been forced to yield all but three of 21 cabinet positions to rival political factions. His cabinet colleagues are far less committed than he is to trade reforms, making it difficult for the Prime Minister to muscle proposals through either the bureaucracy or the Diet, Japan’s parliament.

The existence of “Japan, Inc.” – the concept of an entire nation conspiring to advance economically at any cost – is a topic of debate among both Japanese and outsiders. But there is no dispute over how the system actually works.

Tsunamis are impulsively generated sea waves by a disturbance at or near the ocean.

(1) Earthquakes, submarine volcanic explosions, landslides and the detonation of nuclear devices neat the sea can give rise to such destructive sea waves. By far the most destructive tsunamis are generated from large shallow-focus earthquakes with an epicenter or fault line near or in the ocean. Vertical displa cements of the earth’s crust along the rupture resulting from such earthquakes can generate destructive tsunami waves which can travel across an ocean spreading destruction across their path. Similar displacements of the ocean floor can also be produced by volcanic eruptions and submarine avalanches or landslides. However, these source are considered as point sources and, although the tsunami waves generated can be very destructive locally, the energy of the waves is rapidly dissipated as they travel across the ocean.

To forecast tsunamis and determine terminal run-up and destructiveness, one must be able to evaluate the parameters of the tsunami source mechanism in real time, often from inadequate date. (2) Tsunami source mechanism analysis is difficult given the time constraints of a warning situation. It will suffice to say that forecasting the run-up and potential destructiveness of a tsunami at a distant shore will depend greatly on determining the seismic parameters of the source location such as magnitude of the earthquake, its depth, its orientation, the length of the fault line, the size of the crustal displacements, and depth of the water. (3) Refraction (折射) and diffraction (衍射) processes will affect the energy and height of the tsunami waves as they travel across the ocean. Three effects must also be determined. Finally, terminal height, run-up, and inundation of the tsunami at a point of impact will depend upon the energy focusing effect, the travel path of the waves, the coastal configuration, and the offshore bathymetry, only to name a few.

Tsunami run-up is the vertical distance between the maximum height reached by the water on shore and the mean-sea-level surface. (4) Contrary to meteorological predictions, tsunami rum-up, the final product of earthquake and tsunami investigations if not possible to forecast with a great degree of accuracy. The reason for this inadequate data and information. Problems of communications and lack of sufficient station density, often complicate the process. Forecasting tsunamis requires adequate understanding of the phenomenon, good and expeditious collection of earthquake and sea level data, and accurate and expeditious assessment and interpretation of this data.

考博英语翻译笔记 倒装和分割结构 为了强调句子的某些部分,或是为了保持句子平衡,英语中常常使用倒装。大体说来,倒装可以分为主谓倒装和非主谓倒装。主谓倒装里又分为完全倒装和部分倒装。在翻译的时候,既可以按照主谓语的顺序翻译,也可以按照字面意思翻译。非主谓倒装只是将强调部分前置,以保持句子平衡或是起强调作用。翻译时可以采用顺序译法或是倒序译法。 1. For example, they do not compensate for social inequality, and thus do not tell how able an underprivileged youngster might have been had he grown up under more favorable circumstances. 分析:本句中had he grown up under more favorable circumstances 属于部分倒装。正常语序为:if he had grown up under more favorable circumstances 。在正式文体中,可以将虚拟条件句中的if 省略,并将助动词提前。 译文:例如,它们(指测试)并不弥补社会的不公,因此不能说明一个贫困青年,要是在比较有利的境况下长大,会有多大才干。 2. Nonstop waves of immigrants played a role, too and so did bigger crops of babies as yesterday's “baby boom ” generation reached its child-bearing years. 分析:该句中so did bigger crops of babies 属于语法倒装。用so 来代替前述肯定句谓语部分所说情况。 译文:不间断的移民浪潮也起了作用——而且随着昔日在“ 生育高峰期” 出生的 一代人达到生育年龄,婴儿的出生数量增加了,这同样起了作用。 3. Only when you have acquired a good knowledge of grammar can you write correctly. 分析:相信大家对这种结构都不陌生。Only 后加副词、介词、状语从句时要用部分倒装。但是要注意的是,如果only 修饰的不是状语,则不用倒装。 译文:只有很好地掌握了语法知识,写出来的东西才会正确。 5. Nowhere do 1980 census statistics dramatize more the American search for spacious living than in the Far West . 分析:当句首是否定副词或含有否定词的词语时,一般要部分倒装。 译文:1980 年哪里的人口普查统计资料也不如远西地区的更能生动地说明美国人对宽敞的生活环境的追求。 6. Hardly had he began to speak when the audience interrupted him. 分析:hardly…when的结构表示“冈U…就…”。含有这种结构的句子常将hardly 置于句首,而采用部分倒装的语序。此外,hardly分句中一般采用过去完成时,而when (或before )分句中使用过去时。还有,与hardly…when… 结构类似的用法还有barely (scarcely)…whe n … 译文:他刚开始讲,听众就打断了他的话。 7. 2012年考博考试英语翻译策略 无论是英汉翻译,还是汉英翻译,就翻译的过程而言,只有两个:一是对原文的理解,二是用译文来表达。 汉英翻译三步策略之一:定主语 1.翻译的单位 在翻译中,最小的翻译单位是什么?是篇章吗?是段落吗?是句子吗?是单词吗?甚至是音节吗?这是一个翻译理论家长期以来争论不休的一个话题。现在大多数翻译家、翻译理论家和翻译实践家都趋向于以篇章或者是整个问题为基本的翻译单位。但是,对于初学翻译的人来说,或者那些根本没有掌握翻译的人,要去应付一个翻译考试的时候,笔者认为,句子可能是最好的翻译单位。 什么是句子?或者具体说来,在汉英翻译中,要把汉语翻译成英语,究竟什么是英语的句子? 柯林斯词典对英语句子的定义是这样的:A sentence is a group of words which,when they are written down,begin with a capital letter and end with a full stop,question mark or exclamation mark. Most sentences contain a subject and a verb.具体说来,英语的句子可以这样来定义:一个句子就是一组词,在书面语中,每一个句子首词的第一个字母大写,句末用句号、问号或者感叹号;大多数句子有主语和谓语。 根据英语句子的定义,我们可以清楚的知道,英语的句子中,大多数句子都有主语和谓语。那么汉英翻译,只要我们能把汉语转变成为准确通顺的英语,就需要搭建英语的主语和谓语等句式结构。而英语本身语法非常严谨,逻辑非常严密的特点,所以,在汉英翻译中,主语的确定和谓语的选择就是成功构建英语句式结构的关键,也是保证英语译文和汉语原文功能对等的关键。 2.确定汉语原文的主语为英语译文的主语 1)把汉语原文中的主语直接翻译成英语充当译文的主语,这是一种最简单、最可靠的对应方法,也是我们做汉英翻译“定主语”的时候首先应该考虑的方法。如: 例1.当前,国际形势正经历着自冷战结束以后最复杂、最深刻的变化。(中国

过来人谈考博英语复习技巧 准备考博是个漫长的过程,而考博英语准备更是漫长的,本文就来看一下过来人的复习经验。 我以为好的不急躁的心态和完整的复习计划是紧密相连的,制定了大到一年小到一天的学习计划才能不盲目,信心满满的应对每一个考博日。育明考博全国免费电话:四零零六六八六九七八。2015年考博交流群:一零五六一九八二零,联系我们扣扣:二四七八七四八零五四或者四九三三七一六二六。 现在来具体说说考博英语复习技巧吧。 一、阅读 一开始就是阅读,有人可能觉得有点操之过急,然而对于去年六月才进入正式状态的我却是一点也不早。刚一开始我就买了一套阅读一百篇,外加50篇完型,每天四篇阅读一篇完型。有的同学刚开始做了一篇阅读就做不下去了,我要说的是硬着头皮也要坚持做下去,还要保证做的时间不能过长。在这个阶段我们的目标是适应题型,适应阅读量,正确率不是这个时候要解决的问题。于此同时是处理文章中的生词,最好有一个本子,把文章中的生词记录在本子里,尤其是熟词生意。譬如今年翻译中考到的reason这个单词,我在复习的阅读中遇到过,当时自己认为是“理由”的动词意思,结果一查是推理的意思,这个单词我们几乎天天看到,可是作为动词用就不常见,考博单词记忆这样的单词是最重要的。这个阶段的复习我用了三十天把这两本书看完(时间上没有完全按照计划,毕竟会有事情的影响的,但肯定不会差太多),每天是早上把题目做完,就把放在一边,下午对答案,背单词。在这里我想对背单词补充一点个人看法,我是很少背名词的,形容词次之,背的重点是动词,因为一个句子出来最重要的就是动词,是一个句子的骨骼。对于名词和形容词我背的原则重复遇到的要背,比如一个名词接连在几篇阅读理解里出现,那就要引起重视了;意思通俗的要背,就是虽然这个词看起来很生僻,但它的意思很常见,这样的词也要背。另外我们要认识到一点,考博英语中对于英语单词的识记要求是什么,是默写么?要求会拼写么?不是的,拼写单词只在作文中出现,而作文可以尽可能用自己会的单词来表达。这样我们又可以节省很多精力——我们不需要下大功夫会读会拼会默写一个单词,我们的目标很简洁,看到一个单词,感觉很熟悉,能回想出它的中文意思,就可以了。 进入了七月就是复习最关键的时候,可以说暑假两个月的成功与否直接决定考博结果,所以我建议广大新一代考博兄弟姐妹们暑假就不要回家,或者你家就在高校附近,可以进去复习也成。考博是需要一种氛围的,看到周围的人都那么用功,自己想偷懒也觉得脸上无光。这个阶段的复习内容还是阅读!阅读太重要了,除了翻译和写作,可以说考博英语就是用阅读建构起来的,而翻译和写作也可以在阅读的同时得到提高。过程和上一个月几乎一样,7月间再做一百篇阅读,当然了,这时阅读新题型也要带着看了。有人对于新题型有点害怕,比如加标题,而遇到排序,完型填句就放弃,寄望于考试不会考这种题型。这样的想法太不成熟了,想想我们考博又不是买彩票,怎么能这样赌呢?
