4月从温家宝2012年政府工作报告看科学发展观

回首观过去,抬头望未来。纵观《2012温家宝政府工作报告》,再次深度体现科学发展观,科学发展观是对中国共产党的三代领导集体关于发展的重要思想的继承和发展,是马克思主义关于发展的世界观和方法论的集中体现。是通风马克思列宁主义、毛泽东思想、邓小平理论和“三个代表”重要思想既一脉相承又与时俱进的科学理论,是我国经济社会发展的重要指导方针,是发展中国特色社会主义必须坚持和贯彻的重大战略思想。

一、以人为本

惠民利民,改善民生。工作报告提出“省长负责菜园子,市长管好菜篮子”,负责好,落实到位。民以食为天,安全的食品,方便的购买通道无疑会让人人满意。加强蔬菜运输管理,做好质检安全,全面扩展市场。加强宏观调控,控制物价平衡稳定。

加强文化建设,提高人文精神。报告中指出,优秀文化是一个民族生生不息的血脉。中华五千年历史,文化领域博大精深。挖掘古文化特色,引进外国文化优点,创建新世纪特色文化领域。文化产业无疑是国家经济支柱之一,广播影视、新闻出版、文学艺术产业链,不仅促进经济,更能加强人文精神。

保障医疗,促进和谐。国家大力发展合作医疗体系,充分体现关注民生。让有些地区看病难、看病贵的现象不再发生,让群众有病看得起,有病及时治。有些疾病还给予免费治疗,这些措施都有效降低了传染病扩发传播。保障了人民的生命健康安全。生命无忧患促进大发展。充分体现以人为本,保障民生。

二、科教兴国,人才强国

加大教育投资,培养人才资源。报告提出,发展教育经费预算达到国民生产总值4%,国家高度重视教育发展。促进东西部均衡发展,无疑会提高国民文化素养提高。资金落实到位,重视重用人才。

辅助民办学校,扩大学习领域。民办学校逐步增多,与国家的支持鼓励分不开。民办入学条件相对较低,青少年多了一条求学之路。专业领域的培养,各方面人才进行培训,充分发挥民办学校的作用。

充分利用人才资源,提高整体作用。完善人才培养体制各高校发挥应有的作用。实现人才辈出,人尽其才,才尽其用的良好社会环境。大力培养创新创业型人才,鼓励创业,激励创新,科学理智的做事。

三、促进经济平稳较快发展

经济的发展与国家强大密不可分。报告指出,经济转型,稳步发展。现在的经济体系各行业有点失衡,全面发展才能保持稳定。创新转型可以增进产业链的多元化,进一步完善经济体制,实现快速发展。

经济创新,尊重人才。目前经济领域相对比较完善,但是一个好的、新鲜的项目很快也能得到认可。物质文化满足的同时大家都对新事物充满好奇,这无疑是新项目获得发展的先机。引进人才,往往新人都有独特的思维方式,这也是创造新经济先决条件。

提高效率,降低成本,保持物价稳定。引进新科技,加快生产总量。降低运输成本,完善零售税金,实现真正的生产者与消费者共盈。减少两者间的矛盾,正确的引导舆论方向,对虚假信息严加管理。加强监管,抵抗对零售企业乱收费现象,进一步稳定市场。和谐的相处,互相理解,这样的体制才能加以完善。

经济体系强大,国力才能更加昌盛。企业有目标的前进,群众有理智的选择。宏观调控发挥作用,让人民满意,企业更好的发展

四、科技进步,综合国力提升

科技领域的进步可以带动各领域发展。报告中提出多方面的发展都要提高科技水平来进步,科技的重要显而易见。提高生产效率,必须提高科技水平;增加农作物产量,需要提高科技水准;培养人才的目的,也是用来科技创新。

科技领域的发展无可替代。无论是发展企业还是提高生活水平,不断的出现新科技能得到综合提升。神州系列升天,卫星逐步增多,这都是科技进步的前提下发生的。新科技引领新时代。

五、人与自然和谐共处

保护环境,人人有责。报告中依然提到了环境问题,这是世界共同关注的话题。人活于世,离不开自然环境。人类要生存,但是也不能破坏自然而独自存活。国家保护动物正在减少,许多物种已经灭绝,这些时刻提醒人类要以身作则,和平共处。对外开放势不可挡。落后就要挨打,闭门自保只能落伍。报告提出,提高对外开放的质量与水平,顺应时代发展。在庞大的世界经济体系下,国际地位的提高必须表现应有的力量。

十二五”时期,是全面建设小康社会的关键时期,是深化改革开放、加快转变经济发展方式的攻坚时期。深刻认识并准确把握国内外形势新变化新特点,科学制定“十二五”规划,对于继续抓住和用好我国发展的重要战略机遇期、促进经济长期平稳较快发展,对于夺取全面建设小康社会新胜利、推进中国特色社会主义伟大事业,具有十分重要的意义。

一、加快转变经济发展方式,开创科学发展新局面

“十一五”时期经济社会发展取得巨大成就。“十一五”时期是我国发展史上极不平凡的五年。面对国内外环境的复杂变化和重大风险挑战,我们党团结带领全国各族人民,紧紧抓住发展这个党执政兴国的第一要务,贯彻落实党的理论和路线方针政策,实施正确而有力的宏观调控,充分发挥我国社会主义制度的政治优势,充分发挥市场在资源配置中的基础性作用,使国家面貌发生新的历史性变化。

二、坚持扩大内需战略,保持经济平稳较快发展

建立扩大消费需求的长效机制。把扩大消费需求作为扩大内需的战略重点,进一步释放城乡居民消费潜力,逐步使我国国内市场总体规模位居世界前列。

三、推进农业现代化,加快社会主义新农村建设

加强农村基础设施建设和公共服务。按照推进城乡经济社会发展一体化的要求,搞好社会主义新农村建设规划,加快改善农村生产生活条件。

四、发展现代产业体系,提高产业核心竞争力

改造提升制造业。制造业发展重点是优化结构,改善品种质量,增强产业配套能力,淘汰落后产能。发展先进装备制造业,调整优化原材料工业,改造提升消费品工业,促进制造业由大变强。

五、促进区域协调发展,积极稳妥推进城镇化

实施区域发展总体战略。坚持把深入实施西部大开发战略放在区域发展总体战略优先位置,给予特殊政策支持,发挥资源优势和生态安全屏障作用,加强基础设施建设和生态环境保护,大力发展科技教育,支持特色优势产业发展。

六、加快建设资源节约型、环境友好型社会,提高生态文明水平

积极应对全球气候变化。把大幅降低能源消耗强度和二氧化碳排放强度作为约束性指标,有效控制温室气体排放。合理控制能源消费总量,抑制高耗能产业过快增长,提高能源利用效率。

七、深入实施科教兴国战略和人才强国战略,加快建设创新型国家

增强科技创新能力。坚持自主创新、重点跨越、支撑发展、引领未来的方针,增强共性、核心技术突破能力,促进科技成果向现实生产力转化。加快推进国家重大科技专项,深入实施知识创新和技术创新工程。

八、加强社会建设,建立健全基本公共服务体系

健全覆盖城乡居民的社会保障体系。坚持广覆盖、保基本、多层次、可持续方针,加快推进覆盖城乡居民的社会保障体系建设。实现新型农村社会养老保险制度全覆盖,完善实施城镇职工和居民养老保险制度,实现基础养老金全国统筹。

九、推动文化大发展大繁荣,提升国家文化软实力

繁荣发展文化事业和文化产业。坚持一手抓公益性文化事业、一手抓经营性文化产业,始终把社会效益放在首位,实现经济效益和社会效益有机统一。

十、加快改革攻坚步伐,完善社会主义市场经济体制

坚持和完善基本经济制度。坚持公有制为主体、多种所有制经济共同发展的基本经济制度,营造各种所有制经济依法平等使用生产要素、公平参与市场竞争、

同等受到法律保护的体制环境。推进国有经济战略性调整,健全国有资本有进有退、合理流动机制。加快国有大型企业改革。

十一、实施互利共赢的开放战略,进一步提高对外开放水平

积极参与全球经济治理和区域合作。推动国际经济体系改革,促进国际经济秩序朝着更加公正合理的方向发展。推动建立均衡、普惠、共赢的多边贸易体制,反对各种形式的保护主义。

学习内容:《中国共产党纪律处分条例》

通过学习《条例》,使我们充分地认识到,《中国共产党纪律处分条例》是以邓小平理论和“三个代表”重要思想为指导,依据党章和宪法、法律,结合党的建设与实践,以党内法规的形式明确回答了党的纪委和纪律处分方面等一系列重大问题。《中国共产党纪律处分条例》的颁布和实施,将会保证我们党始终坚持做到立党为公、执政为民和实现好、维护好、发展好最广大人民的根本利益,对维护党的章程、严肃党的纪律,保证党的路线方针政策的贯彻执行发挥重要作用。同时,也将保证党的纪律的严肃性,通过将法律机制引入到党的队伍建设中,使我们执政党的地位得到进一步巩固和加强。

通过学习,我们深刻在感受到,《中国共产党纪律处分条例》是关于党的纪律和纪律处分方面的一部重要的党内法规,它是维护党的团结统一的有力武器,是保持党的先进性和纯洁性的重要条件,是党的路线、方针、政策得以实现的重要保证,对于增强党的凝聚力和战斗力,密切党与人民群众的血肉联系具有十分重要的作用。我们党作为一个有着六千八百多万党员的大党,没有严明的纪律作保证,就会失去战斗力,成为一盘散沙;全党纪律严明,朝气蓬勃,就能无往而不胜。在全面建设小康社会、加快推进社会主义现代化的新的发展阶段,党面临着长期执政和改革开放的双重考验,需要认真解决好提高党的执政能力和领导水平、提高拒腐防变和抵御风险能力两大历史性课题,在这样的形势下,加强党的纪律建设显得更为重要。
