奥巴马就职演讲分析：

美国历史上第一位黑人总统奥巴马1月20日在美国华盛顿国会山宣誓就任美国第44任总统，并充满激情地发表了就职演说。

奥巴马创造了美国历史中的很多第一：美国第一位非白种人总统、第一位主要依靠互联网捐款即主要通过普通人支持上台的总统、第一位在席卷全球的经济危机中上台的总统、就职演讲现场参与人数最多、收看人数最多的总统……

当黑皮肤的奥巴马手按解放黑奴的偶像——亚伯拉罕?林肯宣誓就职时所用的圣经宣誓就任美国第44任总统时，所有人都知道这是前所未有的历史事件。通常在这种情况下，要传达的信息会被事件本身的辉煌所湮没。美国总统宣誓就职典礼一贯壮丽喧嚣，通常这会让演说本身变得黯淡无光，即使是最棒的演说家也难免失色。

但当站在那里的人是奥巴马时，美国人甚至世界上更多的人都相信：如果说有一个人的演说艺术可以登峰造极，那就非他莫属了。

然而，当奥巴马完成历时17分钟的“人生中最重要的一次演讲”后，人们发现，其中似乎找不到一句能够定义时局的经典语句，频频出现的是“国家”、“美国”、“新”、“人民”、“每个人”、“繁荣”以及“世界”这样的词汇。英国媒体认为，其演讲将自己的理想、面对的挑战及公众的希望融为一体。

“他的演说并没能达到林肯的标准，当然这也许要求过高了。事实上，

奥巴马的演说不能称得上让人耳目一新，人们不可能在一周后还对他的演说片段留有什么印象，更别说是一个世纪以后了。但公平地说，此次的演说更是针对此时此刻面临的险阻与挑战，它有两个目标受众群：一个是国内怀有希望但是惴惴不安的人，另一个是国外那些心存怀疑但抱有希望的人。”英国《泰晤士报》给出了这样的评价。

文采“令人失望”

全程关注这场就职盛典的美国几大新闻频道的电视评论员，在直播间就毫不客气地指出这位万众瞩目的新总统就职演说“不怎么样”。

刚下台的布什总统的演讲撰稿人迈克尔?盖尔森在福克斯电视台的直播中评论说：“令人意外的是，在这个非同寻常的时刻，演讲从文学角度而言极为平淡。而在过去的众多演讲中，奥巴马表现出了相当的文学品味。这让人感到迷惑。”

CNN分析员戴维?盖尔根也对奥巴马的就职演说表示失望。他说：“演说没有达到我预想的高度。”他提到，奥巴马之前曾走访林肯纪念堂等具有历史意义的场所以寻求就职演说的灵感。他说，以往各届总统的就职演说都能流传后世，但奥巴马的演说显然只是着眼于当前的一代人。

《泰晤士报》的评价则温和得多：“由于此刻美国正处在国家危难之中，数百万的民众也对奥巴马怀有极高期待，希望能一睹他演说的风采，以及他那才辩无双的高超技巧，所以奥巴马反而未能带来太大的惊奇和欣喜。”

不过该报也同意，“他（奥巴马）的演说很少有能让人记忆犹新的措辞，也没有肯尼迪或罗斯福式脍炙人口的语录。他极力想回归到竞选最佳

状态的腔调、气度及抑扬顿挫，还暗示与自己的偶像、伊利诺伊州同乡亚伯拉罕?林肯演说的同等伟大。他使用的语言听起来像是来自于19世纪，这要求人们能够熟知某部分的美国政策，或是对圣经中的经文能够信手拈来。”——但“并没能达到林肯的标准”，《泰晤士报》补充道。

想“不走寻常路”

不过在略显平淡的词句之下，奥巴马向全球传达了一个比人们料想的更尖锐的信息：他要走与前辈们截然不同的道路。

与美国先前总统同类演说相比，奥巴马就职演说淡化了意识形态和矛盾冲突。谈及国际，奥巴马说，“因为世界已经变化，所以我们必须相应变化”。他没有点名任何敌对国家，没有发出任何警告或威胁，却专门对近年宗教极端主义凸现的部分国家发出信息，“我们将寻求一条前行新路，以共同利益和相互尊重为基础。”

谈及国内，他认定，美国是一个“基督教徒、穆斯林、犹太教徒、印度教徒和无神论者的国家”，这样的“大杂烩式传统是优势”。而且，在他看来，美国赖以成功的“价值观”，历久而真实，构成推动美国历史进步的无声动力，是勤奋和诚实、无畏和公平、宽容和好奇、忠诚和爱国。

行文所至，字面所示，奥巴马似有意突出“普世”和“普适”理念，在他就任世界唯一超级大国国家元首之际，让国内不同群体的民众，也让境外不同国家的受众摈弃反感，乐于倾听。

《泰晤士报》指出，尽管奥巴马警告恐怖分子说美国会去对付他们，也承诺会从伊拉克战争中脱离出来，并在阿富汗取得胜利，“但最令人感受良多的是奥巴马此次的演说，与布什四年前连任演说的不同之处。奥巴马

没有表示美国会将全世界的暴君连根铲除”。

“跨界总统”难当

作为第一位非洲裔美国总统，奥巴马演说中一处论及平等，两处提及与他肤色相关的移民和种族背景，似有意回避自己的美国国内少数族裔成员身份，却无意以自己与异国相关经历拉近与其他国家和民族的关系。

世界变化中，美国国情下，这是一种“跨界”尝试，对外跨越地缘政治和意识形态现实分歧，对内跨越种族和宗教以及自由派与保守派等传统分野。之所以“跨界”，是因为奥巴马意识到美国面临严峻挑战，需要联手世界，重塑国家形象，也因为他个人已经置身美国政治主流，且占据最重要实权地位，需要巩固和扩大民众支持基础。

《泰晤士报》说，奥巴马讲话的大部分内容和重点，都集中在总统任期内要解决的国内挑战。奥巴马承诺说，一个积极的政府将很快进行大规模公众消费的刺激项目，但他希望美国民众能够有点耐心，并提醒说需要花费时间让措施奏效。“哪怕事情是在顺利进行，所有的新总统都会传达一个信息，那就是国家迫切需要新方向。但没人会真的质疑现如今美国经济衰退的程度和严重性，国民自信感下滑也是显而易见的。”

不过，还是有人对奥巴马的演说给予了盛赞。

美国民主党前总统约翰?肯尼迪著名的“不要问国家能为你们做什么，要问你们能为国家做什么”就职演说撰写人特德?索伦森表示，奥巴马的此次演说非常出色，强有力并且很好地掌握了节奏，表达出他的真诚与决心。
