Many people consider this technology a promising one as to bring all human being to a new era in which all human reproduction will be aomplished by cloning.Thus scientists in some countries have already started their great plan to clone human.But let's think, what is the practical value in doing so?You may ___ me that it can bring hope for those couples unable to have children because they might choose to have a copy of one of them rather than aept the gene intrusion from a doner.But imagine,if you have a child owning the same apperance as yours or your husband's, will you aept it without any unfort?

一、辩论规则

1、每场比赛分四个赛程，开篇立论、攻辩、自由辩论、总结陈词四个阶段

2、开篇立论（共计6分钟，正反方各3分钟）

由双方一辩发言，正方首先发言。要求逻辑清晰，言简意赅。

3、攻辩阶段（共计9分钟，攻辩共计6分钟，每一轮攻辩1.5分钟；攻辩小结共计3 分钟，正反方各1.5分钟）

攻辩在双方二辩和三辩之间进行。正方二辩首先发问，每一轮可以问三个问题，但一次只能问一个问题，可以指定对方二辩或三辩回答，对方必须根据制定回答；接下来反方二辩发问，也可以指定回答；然后由正方三辩发问，反方回答，最后由反方三辩发问，正方回答，按照前述规则进行。攻辩阶段完毕，先由正方二辩或三辩再由反方二辩或三辩为本对为本队作攻辩小结。

4、自由辩论阶段（共计10分钟，正反方各5分）

正反方辩手自动轮流发言。发言辩手落座为发言结束即为另一方发言开始的计时标志，另一方辩手必须紧接发言，若有间隙，累积时照常进行。同一方辩手的发言次序不限。如果一方时间已经用完，另一方可以继续发言，也可以向主席示意放弃发言。自由辩论提倡积极交锋，对重要问题回避交锋两次以上的一方扣分，对于对方已经明确回答的问题仍然纠缠不放的，适当扣分。（注：切忌进行人身攻击）

5、总结陈词(共计6分钟，正反方各3分钟)

正、反方四辩发言。辩论双方应针对辩论赛整体态势进行总结陈词并注意升华辩题内涵，提倡即兴陈词，引经据典恰当。

6、观众提问（共计5分钟）

观众提问阶段正反方的表现不计入比赛成绩。

7、评委点评

由主席请一位评委对当天的比赛进行点评。

8、时间要求

比赛中，开篇立论阶段、攻辩小结阶段、自由辩论阶段和总结陈词阶段：每方用时剩余30秒时，计时员举绿色牌提醒，用时满时，举红色牌，由主席提示终止发言。

9、注意事项

比赛中，辩手不得离开座位，不得打扰对方或本方辩手发言。

二、评分细则

（一）团体部分

1、整体评判

（1）审题：对所持立场能否从逻辑、理论、事实等多层次、多角度理解，论据是否充足，推理关系是否明晰，对本方的难点是否有有效的处理方法。

（2）论证：论证是否有说服力，论据是否充分，推理过程是否合乎逻辑，事实引用是否得当。

（3）辩驳：提问能否抓住对方要害，问题简单明了。在规定时间内没有提出问题或提问不清，应适当扣分。是否正面回答对方的问题，能否使人信服。不回答或不正面回答应相应扣分。

（4）配合：是否有团队精神，是否相互支持，论辩衔接是否流畅，自由辩论时发言是否错落有致。问答是否形成一个有机整体，给对方以有力打击。

（5）语言：是否流畅、用词得当、语调抑扬顿错、语速适中，是否尊重对方辩友、尊重评委、尊重观众；手势是否得当，表现是否落落大方，语言是否有幽默感。

2、陈词阶段：

破题准确，立论机智；逻辑合理、严密；理论、事实论据引用得当、支持有力。

3、攻辩阶段：

提问简明，击中要害；辩护有理、有据、有力，说服力强。

4、攻辩小结：

符合攻辩态势，能强化本方攻辩成果

5、自由辩论阶段。

攻防转换有序，把握战场主动权；针对对方的论点、论据进行有力反驳；坚守并能进一步巩固、扩大阵地。

6、总结陈词：

全面归纳对方的矛盾与差错，并作系统的反驳和进攻；全面总结本方的立场、论证，系统反驳对方的进攻，为本方辩护。

7、综合评分：

主要根据辩论队的整体形象，从辩风、整体配合、语言运用、临场反应等方面评分。

（二）个人部分

由评委根据每位辩手在整场比赛中的表现给出印象分，可参考：

（1）论：陈词是否流畅，说理是否透彻，逻辑性是否强，引用事例是否得当。

（2）辩：提问是否合适，回答是否中肯，反驳是否有力、有理，反应是否机敏，用语是否得体。

（3）台风与辩风

（三）计分过程及胜负判断

1、团体

（1）每位评委根据团体的评分标准，对正反方进行打分。

（2）工作人员收齐各位评委的正式评分表后，将评委的评判结果分别填写在评判结果记录表中。

（3）两队中平均得分高的一队取胜。如果两队平均分得分相同则总分高者获胜；若总分相同，则由评委另行投票决定胜负。

2、个人

（1）在复赛中积分最高的辩手即为优秀辩手。

（2）在决赛中积分最高的辩手即为本次大赛最佳辩手。

（3）辩手个人得分只作为评选本场优秀辩手的依据。

As is known to all , The 21st century is the century of talents’ outbreak. It is a highly competitive age. but if you want to obtain a successful career, it relys on not only the practical ability of outstanding individuals, but also good relationships. Therefore, our view is that relationship is more important than the practical ability for a successful career. Here we described the following four aspects. First, as the development of the times, everyone should be raised to their real ability, but the single person's capacity is limited. A person's success, 85% attributed to his personal connections. THW criminalize those who refuse to help fellow citizens in imminent danger The law we were talking about here is not aim to force people to become reckless heroes. It is aimed to warn us against cold-bloodiness and punish those who see other’s lives as nothing. There is no excuse for leaving someone to die when we are capable of helping. Just like the incident of 小悦悦, in 2009, three college students in Hubei were trying to save two drowning boys, but accidentally slide into the river. In the whole time, a fishing boat was there watching. But, the boat owner cruelly told their friends that he would only pick up their bodies but would not come to their rescue. In the end, those three students sacrificed their lives and the two boys lived. We can make a very long list of such tragedies, but a heart-breaking fact is that it will never be complete unless we start doing something to stop that kind of cruelness. Leaving somebody to die is not a single case, and it IS necessary to set laws to warn the whole society. We strongly believe that this kind of cold-blooded behavior should be and can be punished by the criminal law for it is necessary and practical.
