Today, only3% of school-leavers are allowed to go to college, leaving the majority of young people under 18 without adequate preparation to join the labor force. If, however, more of them are able to attend college and begin full-time employment at a later age, more job opportunities will be created.

Most importantly, we should not to be satisfied merely to solve the problem of employment, but rather, we should improve the quality of the work force at the same time—by keeping the skilled adults and accepting the well—educated young.
