剑桥少儿英语学习系统介绍

剑桥大学考试委员会（University of Cambridge Local Examinations Syndicate，简称UCLES）设计的剑桥少儿英语学习系统，是致力于非英语母语国家少年儿童的英语能力培养和提高，从而为他们迈进21世纪国际大社会奠定基础。

教育部考试中心中英教育测量学术交流中心（以下简称中英中心）于1996年夏天引进了该项目，为我国6至12岁的少年儿童拉开了英语"第二课堂"学习的帷幕，目的是让孩子们利用课余时间，在轻松活泼的气氛中愉快地学习和使用英语。

剑桥少儿英语学习系统分为starters、movers、flyers三级，喻示着孩子们从刚刚起步starters到渐渐前进movers直至最终起飞flyers来学习掌握和使用英语，我们简称为一、二、三级。

一、剑桥少儿英语学习系统的性质和目的

剑桥少儿英语学习系统由教育部考试中心中英中心引进并主办。引进该项目的目的在于落实教育部《全国教育事业九五计划和2010年发展规划》中教育要从"三个方面"出发，使教育事业适应未来需要的精神，适应我国基础教育从"应试教育"向"素质教育"的转变要求，使学生在轻松活泼的气氛中愉快地学习和使用英语，为其进一步学习提高奠定良好的基础。

二、剑桥少儿英语学习系统管理体系

教育部考试中心中英中心负责该项目在全国的推广实施管理，实行两级管理体系，即根据需要，在全国各省或部分系统内设立承办机构，在统一要求下负责本省、本系统内的该项目的推广宣传及组织实施。经中英中心认证的各省或各系统的承办机构负责组织报名及培训考试管理，并聘请专家、教授组成专业指导小组对剑桥少儿英语学习系统培训考试的具体实施进行指导。

三、剑桥少儿英语学习系统考试内容

剑桥少儿英语学习系统以学习、培训为重点，从培养少年儿童的英语基础语言能力和语感入手，培养学生的英语语言思维能力，建立起英语学习的自信心与荣誉感。该系统的学习特点是"基础-轻松-有趣-实用-连续"，并与剑桥大学考试委员会英语5级水平测试相衔接。

剑桥大学考试委员会设计的三级考试，从国际范围来讲，其学时和词汇掌握程度的要求分别为（欧洲标准）：

一级：适合6-8岁，经过大约100小时的英语学习，掌握近400个词汇的学生参加；

二级：适合8-11岁，经过大约175小时的英语学习，掌握约600个词汇的学生参加；

三级：适合9-12岁，经过大约250小时的英语学习，掌握约1000个词汇的学生参加。

剑桥大学考试委员会设计少儿英语考试的一个主导原则就是尽量缩小学生学与考之间的差距。这三级考试所要求掌握的词汇和语法项目都是从少儿的年

龄、心理角度出发，经过科学的统计分析，挑选了最贴近少年儿童生活、具有实际意义的交际词汇。

由于中国英语教学的语言环境和教学条件与国外很多国家，尤其是双语国家相差甚远，一年多来的教学实践证明，剑桥所制定的上述欧洲标准在中国并不实用。针对这一情况，我们不在学时上做统一规定。无论具备什么英语基础的学生，不管通过多少个小时的学习，只要完成了相应级别教材的学习，即可参加该级别的考试。

考试分为笔试及口试两部分，笔试又分为听力与读写两部分。考试于每年寒暑假各举行一次。各级考试时间及内容如下：

四、教材的制定和发行

剑桥少儿英语学习系统培训、考试所用教材和辅导材料由教育部考试中心中英中心提供，由各承办机构统一发行。

现引进的配套教材经国内专家改编后共分6册，分别对应三个级别的考试。每级包括两本学生用书、四盘磁带和一本教师及家长用书。本套教材具有如下特点：1 语言标准。教材由具有多年亚洲儿童英语教学经验的英语国家专家编写，其编排设计充分考虑了儿童学习的特点，将相对枯燥的词汇、语法、语用及语音知识巧妙地融汇其中，生动、标准的语言为儿童的入门学习奠定了良好的基础。

2 内容贴近生活。教材的内容真实反映了亚洲地区儿童生活的实际情况，对话、

练习、歌曲、游戏都是孩子们生活中所喜闻乐见的，容易理解，便于接受。3 图文并茂。教材的插图精美，与文字紧密配合，图画色调鲜明，生动活泼，极易调动儿童的学习兴趣和积极性。4 录音清晰、音色优美。标准的语言，配以动听的音乐，将听、说、读贯穿起来，让儿童在轻松愉快的氛围中掌握最基本的交际用语。5 教参周全、详尽。教师及家长用书指导性强，每一单元都提供了作者的设计思想、所需教具、教学重点难点、教学建议、课堂活动安排以及练习答案等。

五、考试组织

考试的全国性组织管理由中英中心负责，各承办机构严格按照我中心制订的考务实施细则组织各省和系统内的考点实施考务工作。各承办机构以培训机构为单位集体办理报名手续。有关报名时间、地点及相关手续将由各承办机构统一通知。根据报名人数，各承办机构设立考点，每个考点以三十人为标准数安排考场，每个考场配两名监考人员。该学习系统的培训和考试将采用"面向社会、自愿报名"的原则，在有条件的学校和社会教学单位中进行推广。

六、培训机构管理

剑桥少儿英语学习系统以学习培训为重点，参加该系统培训工作的学校和社会教学单位必须拥有该项目培训所要求的场地、设备，有专门的管理人员，有稳定的培训教师队伍。培训教师均应参加师资培训，经考核合格者方可获得剑桥少儿英语培训教师资格，并须持资格证上岗。参加该系统培训工作的学校和社会教学单位须提出申请，填写《培训机构申报审批表》，经承办机构批准，报教育部考试中心中英中心备案。培训机构的招生、宣传广告、教学计划须报承办机构，由承办机构审核后实施。

培训机构应严格按照教育部考试中心中英中心提供的教材的内容和要求进行培训，接受监督、检查、指导和评估。无承办机构的地区由教育部考试中心中英中心直接或委托有关部门代为认证管理。

七、成绩发放

参加培训考试者均可获得由教育部考试中心中英中心和剑桥大学考试委员会（UCELS）联合签发的写实性证书，证书以中、英文两种文字书写。

八、体系衔接

剑桥少儿英语学习系统每一级都是教、学、考、评、发证配套一体。孩子们循序渐进，一步一个脚印上台阶，科学、有效、系统地提高。

剑桥少儿英语三级考试与剑桥大学为成人所设计的"五级主体"考试接轨。事实上，少儿英语第三级从考试形式和内容上来讲，已经与成人的一级很接近。但少儿英语考试中多为具体形象化的词汇，成人考试中所考查的是更加社会化、抽象化的词汇和概念。剑桥大学的"五级主体"考试已经在国际上得到广泛的承认。获得成人第三级证书，即 FCE证书，也就达到了英国各大学录取非英语国家学生的语言要求标准。
