摘要二级学院是高校办学实体，关系到学校整体办学目标实现。文章介绍了提升二级学院党组织组织力的重要性，从政治引领力、人心凝聚力、贯彻执行力、服务发展力四个方面分析了提升二级学院党组织组织力的策略，提出了从学院、教师、学生三个层面建构提升二级学院党组织组织力的路径。

Abstract The second level college is the entity of running a university， which is related to the realization of the overall running goal of the University. This paper introduces the importance of improving the organizational power of the party in the second level college， analyzes the strategies of improving the organizational power of the party in the second level college from four aspects：political leadership， people's cohesion， implementation and service development， and puts forward the path of improving the organizational power of the party in the second level college from three levels： college， teachers and students.

在新时代党的建设总要求和推进“双一流”建设的背景下，提升二级学院党组织组织力，可加强和改进学院党建和思想政治工作，助推“双一流”建设。

1 提升二级学院党组织组织力的重要性

教育是国之大计、党之大计。我国高等学校作为党领导下的社会主义性质的大学，必须坚持党的全面领导，把立德树人作为高校的根本任务。全国教育大会要求教育部门和各級各类学校党组织要增强“四个意识”，坚定“四个自信”，坚定不移维护党中央权威和集中统一领导，自觉在政治立场、政治方向、政治原则、政治道路上同党中央保持高度一致。学校党组织要把抓好党建工作作为办学治校的基本功，把党的教育方针全面贯彻到学校工作的各方面。二级学院作为高校的办学实体，是高校基层组织的主要形式，是高校学科建设、教学、科研、管理和社会服务等职能的具体承接者。二级学院党组织组织力的强弱，党建和思想政治工作水平直接关系到学院事业发展，同时关系到学校整体办学目标能否顺利实现。因此加强高校二级学院党组织建设，突出基层组织党的政治建设，提升党组织组织力显得尤为重要。在当前深入推进全面从严治党向基层延伸和建设“双一流”的氛围下，高校二级学院党组织要深刻把握提升基层院系
