各市公司，晋神公司、能源投资公司，集团各相关部门：为了进一步做好煤矿瓦斯治理工作，确保矿井安全生产，山西省煤炭工业厅印发了《煤矿瓦斯防治工作“十二条红线”》，现将文件转发你们，同时，结合集团公司实际制定了《晋能有限责任公司煤矿瓦斯防治工作“十二条红线”实施细则》，要求遵照执行。

一、集团公司各相关部门、二级公司、矿井要认真组织学习《山西省煤炭工业厅关于印发煤矿瓦斯防治工作“十二条红线”的通知》（晋煤瓦发﹝2014﹞201号）和《晋能有限责任公司“十二条红线”实施细则》，准确掌握“十二条红线”内涵要求，在矿井生产、建设中坚决不触碰“十二条红线”，确保矿井的安全生产。

二、各二级公司要结合所辖矿井实际制定具体落实“十二条红线”的实施办法，切实做到瓦斯防治各项工作落到实处，确保矿井安全建设、生产。

实施细则

为了贯彻落实《山西省煤炭工业厅关于印发煤矿瓦斯防治工作“十二条红线”的通知》（晋煤瓦发﹝2014﹞201号）的文件精神，切实做好矿井的瓦斯防治工作，确保矿井安全生产，结合集团实际情况制订了“十二条红线”实施细则。

一、实施细则

（一）矿井风量不足、采掘工作面无风微风作业的。

矿井任何地点的风量风速符合《煤矿安全规程》规定，无有害气体积聚超限；局部扇风机配风充足，不发生循环风，风筒末端出口风量符合规定要求；矿井不存在违反规定的串联通风。

（二）矿井通风系统不合理不可靠、盲巷管理措施不到位的。

通风系统不完善、不可靠是指下列情形之一的。

1、建设矿井二期工程开工前没有形成全风压的机械式通风系统；

2、矿井单主要通风机运行或两台主要通风机能力不匹配；

3、矿井总风量不足；

4、矿井没有专用回风井、专用回风巷；

5、采掘工作面没有实现分区独立通风；

6、矿井任何地点不得出现深度超过6米、入口宽度小于1.5米独头巷道，不得出现瓦斯积聚；凡出现盲巷必须在24h内封闭。

（三）瓦斯超限作业，瓦斯超限、停电停风不撤人或矿井1个月内发生2次及以上瓦斯超限的。

矿井要严格落实《国务院办公厅转发发展改革委安全监管总局关于进一步加强煤矿瓦斯防治工作若干意见的通知》（国办发〔2011〕26号）关于“瓦斯超限，立即停产撤人，并比照事故处理查明瓦斯超限原因，落实防范措施”的要求。凡是瓦斯防治措施不到位，1个月内发生2次瓦斯超限的，一律依法停产整顿；凡是1个月内发生3次瓦斯超限未追查处理，或被责令停产整顿期间仍组织生产的，一律依法关闭。

（四）应进行瓦斯抽采矿井未按规定相应建立地面固定瓦斯抽采系统、井下临时瓦斯抽采系统的。

煤矿要严格执行《煤矿瓦斯抽采达标暂行规定》（安监总煤装〔2011〕163号），应进行瓦斯抽采的矿井必须建立瓦斯抽采系统（建设中的高瓦斯矿井必须在三期工程开工前，建设中的突出矿井必须在揭煤前建成并投入使用抽采系统）。

（五）瓦斯抽采不达标仍进行采掘活动的。

按照《煤矿瓦斯抽采达标暂行规定》（安监总煤装〔2011〕163号）规定，应进行瓦斯抽采的矿井，必须进行抽采效果评判，实现瓦斯抽采效果达标。

（六）突出矿井未制定区域和局部综合防突措施或虽有措施但不落实的。

突出矿井要严格执行《防治煤与瓦斯突出规定》（国家安全监管总局令第19号），建立防突机构和队伍，落实区域和局部两个“四位一体”综合防突措施，实现防突效果达标。

（七）矿井在生产建设过程中瓦斯等级发生变化或超出煤层鉴定范围，未按规定及时进行瓦斯等级鉴定（突出煤层鉴定）或认定，降低矿井瓦斯等级的。

矿井要严格执行《煤矿瓦斯等级鉴定暂行办法》（安监总煤装〔2011〕162号），发生瓦斯动力现象、符合瓦斯等级升级条件的矿井应及时进行瓦斯等级鉴定或突出危险性鉴定，落实瓦斯防治措施。

（八）矿井安全监测监控系统不能正常运行的。

生产矿井、基建矿井揭露基岩之前必须安装矿井安全监测监控系统，并保证系统运行正常，装备齐全、数据准确、断电可靠、处置迅速。

（九）未进行瓦斯防治能力评估或经评估不具备瓦斯防治能力的煤矿企业，其所属高瓦斯、突出矿井仍进行生产建设的。

各二级公司、矿井必须按照《国家能源局关于印发煤矿企业瓦斯防治能力评估管理办法和基本标准的通知》（国能煤炭〔2011〕414号）要求，建设完善企业的瓦斯防治能力。

（十）矿井未按规定实现双回路供电、使用淘汰不合格电气设备以及电气设备失爆的。

1、生产矿井供电电源应取自电力网中两个不同区域的变电所或发电厂，确有困难则必须分别取自同一区域变电所或发电厂的不同母线段；当任何一回发生故障停止供电时，另一回路应能担负矿井全部负荷。两回路电源线路上都不得分接任何负荷；正常情况下，矿井电源应采用分列运行方式。若一回路运行，另一回路必须带电备用，以保证供电的连续性和可靠性。

2、建设矿井供电电源必须符合《煤矿建设安全规定》要求。其中“高瓦斯、煤与瓦斯突出、有突出危险或水文地质条件复杂以上的矿井进入二期工程前，其它矿井进入三期前，必须建成可靠的双回路供电”。

3、矿井主要通风机、提升人员的立井绞车、抽放瓦斯泵等主要设备房，应有两回路直接由变电所馈出的供电线路。

4、煤矿企业禁止使用国家明令禁止使用或者淘汰的设备。

5、煤矿企业必须严格井下电气设备的失爆管理，杜绝井下电气设备失爆。

（十一）超能力生产、高瓦斯及突出矿井月产量超过矿井核定生产能力1/12的。

矿井超能力生产指矿井全年产量超过矿井核定生产能力的；瓦斯矿井月产量超过当月产量计划的10%，高、突矿井月产量超过矿井能力1/12的。

（十二）未按规定提取使用安全费用，导致瓦斯治理工程亏欠的。

矿井必须按照《晋能财务字函》〔2013〕173号,和《企业安全生产费用提取和使用管理办法》（财企〔2012〕16号），保证足额提取使用矿井的安全费用。同时，瓦斯防治的专项资金要在安全费用中重点保证，提取费用不低于安全费用的50%，且必须做到专款专用，严禁挤占挪用。

二、考核及责任追查

1、集团公司各类检查和二级公司日常检查过程中，凡发现矿井在生产建设过程中触碰“十二条红线”规定的，矿井一律停工

停产整顿。

2、凡发现触碰“十二条红线”的，由各二级公司总工程师负责组织相关部门人员，对发现的问题按照“五定”原则，制定具体的整改方案和措施，并认真督办。同时，将整改方案和报集团公司一通三防与瓦斯治理中心。

3、凡发现触碰“十二条红线”的，由各二级公司按照“四不放过”的原则组织追查处理，并将追查处理结果上报集团公司安监局和一通三防与瓦斯治理中心。

4、凡发现触碰“十二条红线”的，由所属二级公司经理在下一周集团公司总经理办公会会上说明情况，汇报整改措施。

5、凡发现触碰“十二条红线”的，每发现一次，在一通三防季度考核总分基础上扣3分，并对二级公司分管煤矿的经理、总工程师、分管经理、安全经理季度安全风险抵押考核扣罚10000元。

三、各二级公司和矿井要结合本单位实际情况制定具体的实施办法。

煤矿安全演讲稿-做好瓦斯治理推进安全生产 做好瓦斯治理推进安全生产 安全工作是煤矿的最大政治，同时也是煤矿生产的头等大事，瓦斯治理又是安全工作的重点。自踏入通防战线十余年来，一直不断探索、研究、实践瓦斯治理工作，并积累了一点经验。深切的认识到：治理好瓦斯，控制住重大瓦斯事故，稳定员工队伍，促进安全生产，使矿井经济有效、可持续发展。 在瓦斯治理有一定成效的基础上，进入2013年，我们清楚地认识到党中央国务院对安全生产的高度重视，而我们所面临的安全生产形势、安全生产环境和安全生产条件有所变化，瓦斯治理工作如果跟不上条件变化的需要，就达不到保障安全、稳定员工队伍推进生产持续发展的目的。 一是根据《中华人民共和国安全生产法》、《防治煤矿事故的特别规定》等的国家一系列煤矿的组合、整合的法律、法规，矿山企业的安全现任发生了重大变化。确定生产经营单位是安全生产的主体，对其生产经营所必须具备的安全生产条件，主要负责人的安全生产职责，安全管理机构和管理人员配置，生产经营现场的安全管理和安全生产违法行为的法律责任，都做出了严格、明确的规定。把安全生产纳入到了法律化的轨道，把安全生产当成一种政治工作来做。生产经营活动中，安全生产不能达到法律条款的要求，轻则给予经济等处罚，重则给予吊销营业执照乃至追究法律责任。
