行政管理学研究前沿动态

一、学科发展的历史与主要科研成就
古近代中国曾经在行政管理实践领域创造过许多至今仍被中西方学者推崇和称道的优秀文明成果，如体系完善、特点突出的封建行政管理制度、官吏制度、监察制度等。但是，现代意义上的行政管理学是从西方国家引进和借鉴的。
19世纪末20世纪初，在西方国家行政管理学体系逐渐形成和完善的同时，我国的一些学者就开始翻译和引进当时较有影响的论著，如《行海要术》、《行政学总论》等。20世纪30年代后，国内学者陆续出版、发表了一些专著，如《行政学的理论与实际》、《行政学原理》、《欧美官吏制度》等，这些著作在当时都产生了相当大的影响。在理论研究发展的同时，行政管理学也逐渐成为高等院校相关院系的重要研修科目，并开始在实践领域影响实际行政过程。
新中国成立后，中国共产党和人民政府从我国国情和不同阶段的历史任务出发，对改善国家行政管理状况做出了积极的探索与努力，积累、总结了较为丰富的行政管理的历史经验和实践教训。但是，由于1952年高校院系调整导致了行政管理学学科的撤消，在相当大程度上影响了我国行政管理实践经验的总结和科学化的进程，影响了公共行政学科的历史积累和发展。这种情况一直持续到1978年。此后，行政管理学学科得到恢复和重建，一批有影响的学术成果得以出版，许多院系恢复或新建了行政管理学专业，全国性的行政管理学会于1984年成立，并发行了会刊《中国行政管理》。自20世纪80年代中期行政管理学的教学
和研究工作得以全面恢复以来，在不到20年的时间里，我国的行政学研究以加速度的节律迅速发展。特别是近年来，随着社会需求的扩大、公共管理热点的兴起和MPA研究与教学工作的广泛开展，行政管理学又被赋予了新的内涵和活力，其加速发展的势头不仅没有减缓，而且有进一步加强的趋势。
二、重大问题的研究
1.从宏观上研究与我国社会政治制度、社会总体发展水平、所有制状况、经济体制和传统文化相适应的政府行政管理的基本职能，并在此基础上建立符合我国国情的、具有中国特色的国家公共行政管理模式。我国正处于历史发展的重要转型阶段，改革和制度创新的任务十分繁重而且任重道远。因此，建立适应中国发展需要的、具有中国特色的公共行政学理论体系，无疑是今后学科发展的重要任务和目标。
2.从机构、功能与行为、运作相结合的角度研究我国国家行政管理的内部机制，其中的主要问题，是理顺关系、分清职责、减少不必要的环节，降低行政成本，提高行政效率，不断增强行政效能。
3.从政治制度、历史传统、社会环境、经济条件和国际通则相结合的角度，研究我国公务员制度的完善和发展，其关键是要能够吸引、考选、任用、提拔优秀人才，通过公平合理的竞争机制和职业保障制度，调动和发挥政府公务员的积极性。
4.从制度与机制、必要性与可行性相结合的角度，研究我国行政管理民主化的意义与具体实现途径，其主要问题是实现公务员权利与义务的统一，领导人决策与群众参与决策、政府决策与公众决策的统一，以及决策制定、实施与决策有效反馈的统一。
5.从历史的经验教训、社会发展的要求与世界有关国家范例相结合的角度，研究我国公共行政管理的法制化进程。其要义，是要制定一套能够“依法行政”的制度，以及保证这种
制度实施、使之切实有效的监督、控制措施。
6.从理想与现实、当前与未来、国情与世界潮流相结合的角度，研究我国的公共行政发展的战略，研究并制定相应的规划，使我国的公共行政研究能够承前启后、不断发展，为促进我国行政管理的现代化、科学化、民主化和法制化进程提供正确的指引。
三、当前的行政学领域前沿研究动态
1．公共管理的学科建设，包括公共管理的内涵、特征、研究途径，公共管理与行政管理的关系，公共管理与“新公共管理”的关系等。在这个领域，有学者认为，行政管理只是对政府行政系统的管理，包括政府自身管理和对外职能管理两方面，而公共管理的范围则进一步涵盖了非政府公共组织，甚至应延伸到立法和司法领域。目前，这种观点逐渐占据国内公共行政学研究的主流，国内相关研究机构和部门采用“公共管理”称谓来命名、并与MPA 教学相结合已成为学科建设和发展的主要趋势。此外，国内学界都普遍认为，应严格区分“新公共管理”与公共管理的不同，认为公共管理是一个学科体系，而“新公共管理”只是一种以市场化为取向，借鉴企业化运作模式，旨在推行绩效管理和强调顾客至上精神的政府改革运动。因此，“新公共管理”与公共管理是完全不同的两个概念。
2．行政改革研究。行政改革始终是行政管理研究的重点领域，目前关注的焦点主要集中于各个层级政府的机构改革和职能转变、行政审批制度改革和行政许可法的实施，以及从观念、体制和行为等各个层面对放松规制和强化管理的关系进行探讨和研究等方面。此外，还有一部分成果是对国外行政改革经验的介绍和分析。
3．公务员制度研究。公务员制度研究是个相对独立的领域，其研究目的是完善和发展中国的公务员制度。近年来这方面成果主要集中于公务员的选拔任用、量化考核和人才结构调整，以及加入WTO与人事制度创新等方面。另外，一部分研究成果还致力于国外公务员
制度的研究，特别是对高级文官制度的研究等方面。
4．公共政策理论与实践。政策科学与公共政策分析虽然是个综合性学科，但起源和发展却始终是与公共行政学联系在一起的。即使在西方国家，除了初期对公共政策的社会功能和社会价值进行的广泛探讨外，政治学在这个学科后来发展中的贡献较为局限，这使它与公共行政学的联系日益密切。因此，虽然存在研究途径多样性的特点，但公共行政学始终是政策科学与公共政策分析学科发展的主要载体和依托。目前，这一学科在国内的研究领域主要集中于基础理论研究和方法体系的建设上，与此同时，对政策实践的研究也方兴未艾，特别是加入WTO后对决策模式、政策执行过程和以制度、过程、方法创新为代表的公共政策创新的研究已成为主要趋势。
5．其他研究领域。2004年，行政管理学其他研究领域还包括行政哲学、行政伦理和行政文化的研究，行政哲学主要是以行政价值、行政责任和行政参与与公民权利等问题为研究重点，而行政文化则主要围绕行政精神、行政道德（行政伦理）、行政心理及其相互关系等问题展开讨论。总体而言，这方面的研究在整个学科发展中处于比较边缘的地位，研究体系也不太成熟。
