志愿规则说明

1.北京市报考的志愿类型有哪些？

答：2017 年北京普通高校招生志愿主要为平行志愿和顺序志愿两种。

（1）平行志愿

含义：所谓平行志愿就是在每个录取批次的学校中，考生可填报若干个平行的学校，都视为第一志愿。然后按分数优先、遵循志愿的原则进行投档录取，改变过去志愿优先的录取原则。具体地说，按照平行志愿录取方式，录取时，将考生按成绩从高分到低分顺序排队，依次检索考生填报的A、B、C等几个平行志愿投档，如果符合A志愿，则投A志愿，如果分数不够，则继续检索B志愿，依次类推，直到被符合条件的学校调档。特别要注意，一旦被其中一个学校调档，但没录取被退档。则不再检索剩下的其它志愿，直接退出本批次录取，转入下一批次。

（2）顺序志愿

所谓顺序志愿。是指在同一个录取批次里设置了多个院校志愿，而且，院校志愿有先后顺序。例如：辽宁二本、三本、专科在录取批次里都设置了一个第一志愿院校，8个平行第二志愿院校。计算机投档时将相同院校志愿的考生分别排队，然后根据分数从高到低向对应的院校投档。对学校而言，所有学校只能同时同步录取同一顺序志愿的考生；对考生而言，则是所有在某一批次分数线以上的考生在同一个时间内只能是同一顺序的志愿被检索投档。这种投档办法的第一步是对所有批次分数线上的考生按其第一志愿投档，投档后所有考生的第一志愿学校都必须返回确切的投档结果（包括被学校录取、退档、分数未达学校提档线没能投出）后。第二步再将所有未录考生重新汇总，然后再同时分别投向他们所报的第二志愿学校，也就是在第一志愿学校录取完成后再进行第二志愿的投档，同时同步按志愿顺序投档录取，依次直至本批次所有志愿录取结束。

（3）特殊类型志愿

高校自主招生选拔、高水平艺术团和高水平运动队招生适用，考生可填报1所志愿高校，录取安排在本科提前批次录取结束之后本科一批录取开始之前进行。取得资格认定的考生，须将资格认定高校填报在该志愿中，方能享受相关特殊类型招生政策。与本科志愿填报时间内一同填报。

2.2017年共设置哪些批次？

答：2017年北京市招生录取共设置5 个批次。

其中，

本科共设置3个批次：本科提前批、本科第一批、本科第二批。

高职高专共设置2个批次：高职(专科)批、高职(专科)批。

本科提前批设置A、B、C三段，并按顺序依次录取。艺术院校(专业)、体育院校(专业)、军事院校、武警部队院校、招收国防生的院校(专业)、公安类等院校(专业)在A段录取;“双培计划”和“外培计划”原则上在B段录取;“农村专项计划”在C段录取。

3.各批次招生的志愿设置，还有录取模式是怎样的？

答：

本科提前批

本科提前批设置A、B、C三段，并按顺序依次录取，每段均设置两个顺序志愿，每个志愿填报1所高校。艺术院校(专业)、体育院校(专业)、军事院校、武警部队院校、招收国防生的院校(专业)、公安类等院校(专业)在A段录取;“双培计划”和“外培计划”原则上在B段录取;“农村专项计划”在C段录取。(本科提前批B 段不设“是否服从院校内专业调剂”选项)

高校自主招生选拔、高水平艺术团和高水平运动队招生单独设置特殊类型志愿，考生可填报1所志愿高校，录取安排在本科提前批次录取结束之后本科一批录取开始之前进行。取得资格认定的考生，须将资格认定高校填报在该志愿中，方能享受相关特殊类型招生政策。

本科一、二批

本科一、二批为平行志愿，本科一批可以填报6所平行志愿高校，本科二批可以填报10所平行志愿高校。每个志愿高校设置6个志愿专业，考生填报时须注明是否服从院校内专业调剂。

专科提前批、专科普通批

专科提前批设置两个顺序志愿，每个志愿填报1所志愿高校，每所志愿高校设置6个志愿专业;

专科普通批为平行志愿，设置20个志愿高校，每个志愿高校设置1个志愿专业。

4.考生何时填报志愿？

答：

本科志愿填报时间：6月25日8时至29日20时

专科志愿填报时间：7月25日8时至7月26日20时

录取规则说明

5.批次录取的顺序是怎样的？

答：考生志愿分本、专科按录取批次顺序填报。批次录取顺序依次为本科提前批次、本科第一批、本科第二批、专科提前批、高职（专科）批。

6.录取流程中的投档原则是怎样的？

答：

市高招办按高校的调档要求向其投放考生电子档案。按照顺序志愿投档的批次，高校调阅考生档案的比例原则上控制在120%以内。按照平行志愿投档的批次，调档比例原则上控制在105%以内。

顺序志愿投档原则

顺序志愿按照“志愿优先，从高分到低分”的原则进行投档，第一志愿录取结束后，若高校招生计划未完成，再对未完成计划进行第二志愿投档录取。

平行志愿投档原则

平行志愿按照“分数优先，遵循志愿”的原则，对同一科类批次线上未被录取的考生按成绩从高分到低分排序进行一次性投档。

专科批次录取采取高会统招形式, 即招生高校根据各专业培养需求从会考备选科目中选定2或3门确定成绩等级要求，会考备选科目为：历史、政治、地理、物理、化学、生物、信息技术、通用技术等8门，考生会考成绩必须满足所报专业要求方能投档。

录取过程中，首先在批次分数线上进行考生已填报志愿的录取，如有高校招生计划未完成，将根据情况依次进行批次分数线上征集志愿录取和降分征集志愿录取。

7.同科类考生是怎么排序的？

答：

（1）报考本科志愿

本科平行投档时根据考生所填报志愿高校顺序，投档到排序在前且有计划余额的高校;

当报考同一所高校总分相同的考生人数大于该校计划余额时，将依次比较语文、数学(文/理)、外语、文科综合/理科综合科目的成绩，对单科成绩高者进行投档，直至完成该校招生计划，单科成绩均相同的同时投档。

（2）报考专科志愿

专科平行投档时根据考生所填报志愿高校专业顺序，投档到排序在前、会考成绩符合要求且有计划余额的高校专业;当报考同一所高校同一专业总分相同的考生人数大于计划余额时，将依次比较语文、数学(文/理)、外语科目的成绩，对单科成绩高者进行投档，直至完成该高校该专业招生计划，单科成绩均相同的同时投档。

填报注意事项

9.北京考生填报，需要注意什么？

答：

批次合并不影响按照排名来定位考生

批次的合并本质上取消了人为地对大学以批次进行划分，促进高校进一步根据社会需求来调整招生和办学工作。也促使一些低层次的学校通过集中力量来办好一些专业。

但不论批次合并带来了怎样的变化，一定程度上，这种变化带来的只有更长远一点的影响。当前考生碰到批次合并的情况，还是要必须依据考生自身的成绩定位，结合历年的录取数据为自己选择对应的高校。

在过去的填报方法里面，比较多人热衷的分差法在批次合并之后，价值将会大打折扣。一方面原因是批次合并后，分数线的消失或者大幅下降，使得分差的对志愿填报的参考价值再没以前那般大了。但是依照【排名】来给自己定位，这样的方法是不会受到影响的。

批次合并，平时分数线附近的同学要当心

关于批次合并带来的另外一个影响，就是批次线附近的考生了。首先对于平时的分数都是略低于批次线的考生而言，批次这个限制因为合并的关系消失了，因此他们在新一年的高考中是有机会被原来的更高批次的院校录取的！

而对于的平时分数稍高于批次线的考生而言，合并会带来了一点的负面影响。由于批次的合并，原有的征集志愿等保底的措施都会失效，志愿填报一不留神就会有可能掉落到下一批次的院校。

随着批次合并的开展，原有的批次对于不同大学的划分作用也会取消，所以对于家长或者考生而言没有了批次这一个标签，对于辨别高校的就有一定的难度了。因此，在填报志愿之前，家长和考生应该尽可能地提前去了解各个高校的情况，以不同的分数准备好对应的内容，来保证出分之后能够马上投入钻研，快速准确地确定自己的备选方案。

填报注意事项

1、要充分了解北京市招生录取规则，特别是平行志愿的录取规则。认真阅读高校招生章程。高招志愿填报对于每个高考考生来说非常关键。考生在填报志愿之前一定要吃透相关的政策，在充分了解政策的基础上，根据自身的条件和意向，实事求是科学、合理地选报志愿。

2、遵循“冲、稳、保”的填报方法，这个方法很重要。以前如果有的考生因志愿填报不当，由于有本科二批、三批的存在，可以在本批次征集志愿阶段获得一次机会，选择自己相对心仪的院校、专业，如果本科二批没有录取，还可参加本科三批的录取。但今年本科二批、三批合并，一旦考生对自己实力估计不足，填报志愿不当，被院校退档后就有可能一落到底，只能参加本批次征集志愿或填报高职志愿。因此，考生要根据自己的实力，合理填报10个院校志愿，建议遵循“冲一冲、稳一稳、保一保”的志愿填报方法。但要指出的是，对于今年高考分数距本科二批线上不多或趋于边缘的考生，不建议再“冲”，只把握“稳和保”即可，确保填报的志愿科学合理。

3、正确对待报考外地院校。填报志愿时，考虑北京院校与外地院校兼报，增加录取机会。

4、尽量选择服从专业调剂，避开不适宜填报的专业，以最大的可能降低退档的风险。
