On Phoenix Terrace once phoenixes came to sing;

The birds are gone, but still roll on the river's waves. The ruined palace's buried 'neath the weeds in spring; The ancient sages in caps and gowns all lie in graves. The three-peak'd mountain is half lost in azure sky; The two-fork'd stream by Egret Isle is kept apart.

As floating clouds can veil the bright sun from the eye, Imperial Court, now out of sight, saddens my heart.

What left me yesterday

Can be retained no more;

What worries me today

Are the times for which I feel sore.

In autumn wind for miles and miles the wild geese fly.

Let's follow them with eyes and drink in tower high.

Your writing's forcible, like ancient poets, while

Mine is in Junior Xie's direct and easy style.

Both of us have ambitions high;

We'd bring the moon down from the sky.

Cut running water with a sword, it will faster flow;

Drink wine to drown your sorrow, it will heavier grow.

If we despair in our lifetime of all affairs,

Tomorrow let us sail away with loosened hairs.

To Wang Lun

I, Li Bai, sit aboard a ship about to go

When suddenly on shore your farewell songs o'erflow. However deep the Lake of Peach Blossom may be,

Leaving White Emperor Town At Dawn

Leaving at dawn the White Emperor crowned with cloud, I've sailed a thousand li through canyons in a day. With monkeys' sad adieus the riverbanks are loud;

My skiff has left ten thousand mountains far away.

独酌无相亲

举杯邀明月

对影成三人

月既不解饮

影徒随我身

暂伴月将影

行乐须及春

Drinking Alone Under The Moon

Among the flowers from a pot of wine

I drink alone beneath the bright moonshine.

I raise my cup to invite the moon, who blends

Her light with my shadow and we're three friends. The moon does not know how to drink her share;

In vain my shadow follows me here and there. Together with them for the time I stay

And make merry before spring's spend away.

I sing the moon to linger with my song;

My shadow disperses as I dance along.

Sober, we three remain cheerful and gay; Drunken, we part and each goes his way.

Our friendship will outshine all earthly love; Next time we'll meet beyond the stars above.

Gazing At Mount Tai

O, peak of peaks, how high it stands!

One boundless green o'erspreads two states.

A marvel done by nature's hands,

O'er light ang shade it dominates.

Clouds rise therefrom and lave my breast;

I strain my eyes and see birds fleet.

I must ascend the mountain's crest;

It dwarfs all peaks under my feet.

When autumn comes, you're drifting still like thistledown. You try to find the way to heaven, but you fail.

In singing mad and drinking dead your days you drown.

For whom will fly the roc? For whom will leap the whale?

Song Of The Conscripts

Chariots rumble

and horses grumble.

The conscripts march with bow and arrows at the waist.

Their fathers, mothers, wives and children come in haste

To see them off; the bridge is shrouded in dust they've raised.

They clutch at the men's coats and stamp and bar the way;

Their grief cries loud and strikes the cloud straight, straightaway. Another onlooker by roadside asks an enrollee,

"The conscription is frequent," only answers he.

"Some went north at fifteen to guard the rivershore

And were sent west to till the land at forty-four.

The elder bound their young heads when they went away;

Just home, they're sent to the frontier though their hair's grey. The field on borderland becomes a sea of blood;

The emperor's greed for land is still at high blood.

Have you not heard two hundred districts east of the Hua Mountain lie Where briers and brambles grow in villages far and night?

Although stout women can wield the plough and the hoe,

They know not east from west where thorns and weeds o'ergrow.

The enemy are used to hard and stubborn fight:

Our men are driven just like dogs or fowls in flight.

You are kind to ask me.

To complain I'm not free.

In winter of this year

Conscription goes on here.

The magistrates for taxes press;

How can we pay them in distress!

If we had known sons bring no joy,

We'd have preferred girl to boy.

A daughter can be married to a neighbour, alas!

A son can only be buried under the grass!

Have you not seen

On borders green

Bleached bones since olden days unburied on the plain?

The old ghosts weep and cry, while the new ghosts complain;

The air is loud with screech and scream in gloomy rain."

君不见，黄河之水天上来，

奔流到海不复回？

BRINGING IN THE WINE

See how the Yellow River\"s waters move out of heaven.

Entering the ocean, never to return.

See how lovely locks in bright mirrors in high chambers,

Though silken-black at morning, have changed by night to snow. ...Oh, let a man of spirit venture where he pleases

And never tip his golden cup empty toward the moon!

Since heaven gave the talent, let it be employed!

Spin a thousand pieces of silver, all of them come back!

Cook a sheep, kill a cow, whet the appetite,

And make me, of three hundred bowls, one long drink!

And the young scholar, Danqiu,

Bring in the wine!

Let your cups never rest!

Let me sing you a song!

Let your ears attend!

What are bell and drum, rare dishes and treasure?

Let me be forever drunk and never come to reason!

Sober men of olden days and sages are forgotten,

And only the great drinkers are famous for all time.

Ten thousand coins for a cask of wine, with many a laugh and quip. Why say, my host, that your money is gone?

Go and buy wine and we\"ll drink it together!

My flower-dappled horse,

And we\"ll drown away the woes of ten thousand generations!

AT PARTING

I dismount from my horse and I offer you wine,

And I ask you where you are going and why.

And you answer: "I am discontent

The Sea

I come to view the boundless ocean

From Stony Hill on eastern shore.

Its water rolls in rhythmic motion,

And islands stand amid its roar.

Tree on tree grows from peak to peak;

Grass on grass looks lush far and nigh.

The autumn wind blows drear and bleak;

The monstrous billows surge up high.

The sun by day, the moon by night

Appear to rise up from the deep.

The Milky Way with stars so bright

Sinks down into the sea in sleep.

How happy I feel at this sight!

I croon this poem in delight.

Oh, but it is high and very dangerous!

Such travelling is harder than scaling the blue sky.

...Until two rulers of this region

Pushed their way through in the misty ages,

Forty-eight thousand years had passed

With nobody arriving across the Qin border.

And the Great White Mountain, westward, still has only a bird's path

Up to the summit of Emei Peak --

Which was broken once by an earthquake and there were brave men lost,

Just finishing the stone rungs of their ladder toward heaven.

...High, as on a tall flag, six dragons drive the sun,

While the river, far below, lashes its twisted course.

Such height would be hard going for even a yellow crane,

So pity the poor monkeys who have only paws to use.

The Mountain of Green Clay is formed of many circles-

Each hundred steps, we have to turn nine turns among its mound --

Panting, we brush Orion and pass the Well Star,

Then, holding our chests with our hands and sinking to the ground with a groan, We wonder if this westward trail will never have an end.

The formidable path ahead grows darker, darker still,

With nothing heard but the call of birds hemmed in by the ancient forest,

Male birds smoothly wheeling, following the females;

And there come to us the melancholy voices of the cuckoos

Out on the empty mountain, under the lonely moon....

Such travelling is harder than scaling the blue sky.

Even to hear of it turns the cheek pale,

With the highest crag barely a foot below heaven.

Dry pines hang, head down, from the face of the cliffs,

And a thousand plunging cataracts outroar one another

And send through ten thousand valleys a thunder of spinning stones.

With all this danger upon danger,

Why do people come here who live at a safe distance?

...Though Dagger-Tower Pass be firm and grim,

And while one man guards it

Ten thousand cannot force it,

What if he be not loyal,

But a wolf toward his fellows?

...There are ravenous tigers to fear in the day

And venomous reptiles in the night

With their teeth and their fangs ready

To cut people down like hemp.

Though the City of Silk be delectable, I would rather turn home quickly. Such travelling is harder than scaling the blue sky....

But I still face westward with a dreary moan.

由税务机关统一向个人所得税纳税人开具完税证明，是“聚财为国，执法 为民”宗旨的具体体现，符合国际惯例和我国个人所得税完税凭证管理工作的 发展方向。它不仅是税法的要求，也是衡量税务部门税收管理水平的标志，更 是保障纳税人合法权利的需要，其意义重大：一是可以将“聚财为国，执法为民”的宗旨落实到具体工作中，优化纳税服务、树立税务机关良好形象;二是可以贴近纳税人，满足纳税人实际需求，促进税法知识的普及，同时可以增强公 众纳税意识，培养公民依法纳税的责任感和自豪感;三是可以推动全员全额管理工作，加强对扣缴义务人扣缴情况和纳税人纳税情况的交叉稽核和监管，从而 提升个人所得税征收管理水平;四是可以为下一步深化税制改革，向综合与分类相结合的税制过渡奠定基础;五是可以为建立和完善全国征信体系打下基矗因此，各级税务机关务必对此项工作高度重视，加强领导，明确责任，积极创造条件，确保税务机关试行为纳税人开具个人所得税完税证明工作的顺利进行。 二、关于试行开具完税证明的范围 鉴于目前给所有个人所得税纳税人开具完税证明的条件尚不成熟，从 201X年1月1日起，税务机关应区别以下情况，给纳税人分别开具完税证明： (一)对实行了扣缴义务人明细申报、信息化程度较好的地区，以及纳入重 点管理的纳税人，无论扣缴义务人是否给纳税人开具代扣代收税款凭证，以及 纳税人是否提出要求，税务机关均应根据系统内掌握的扣缴义务人明细申报信 息和其他涉税信息，汇总纳税人全年个人所得税纳税情况，经核实后，于年度 终了3个月内，为每一个纳税人按其上年实际缴纳的个人所得税额开具一张完 税证明。? 纳税人在年度中间因出国、向境外转移财产、对外投资等原因需要完税证 明并向税务机关提出要求的，经税务机关核实后，开具其相应期间实际缴纳个 人所得税款的完税证明。?
