（一）Last year was a significant and unusual year in the course of China's development. It was a year in which we made remarkable achievements in reform and opening up and in the modernization drive. In the face of a complex and volatile international situation, the unexpected outbreak of the severe acute respiratory syndrome (SARS) and frequent natural disasters, governments at all levels and the people of all our ethnic groups put into practice the guiding principles of the Sixteenth National Congress of the Communist Party of China (CPC) under the leadership of the CPC and the guidance of Deng Xiaoping Theory and the important thought of Three Represents. We braved difficulties and hardships in an indomitable and innovative spirit and made important advances in building a moderately prosperous society in all respects.
过去的一年，是我国发展进程中重要而非同寻常的一年，是改革开放和社会主义现代化建设取得显著成就的一年。面对复杂多变的国际形势、突如其来的非典型肺炎疫情和频繁发生的自然灾害，在中国共产党领导下，各级政府和全国各族人民一道，以邓小平理论和“三个代表”重要思想为指导，贯彻落实党的十六大精神，迎难而上，顽强拼搏，奋力开拓创新，在全面建设小康社会的道路上迈出重要步伐。
（二）We will promote growth of foreign trade. Promoting economic development and increasing employment through the growth of foreign trade is a principle we must follow for a long time to come. We must optimize the mix of imports and exports, change the pattern of China's foreign trade growth and strive to reduce our excessively large trade surplus. We will support the export of high value-added products and products with Chinese trademarks, expand the export of service products and agricultural products, limit the export of products whose manufacture is highly energy consuming or highly polluting, and promote the upgrading of the processing trade. We will increase imports of energy, raw materials, advanced technology and equipment, and key spare parts and accessories. We will strengthen management, inspection and quarantine work at foreign trade ports.
发展对外贸易。通过发展对外贸易促进经济发展、增加就业，是我们必须长期坚持的方针。要优化进出口结构，转变外贸增长方式，努力缓解外贸顺差过大的矛盾。支持具有自主品牌和高附加值产品出口，扩大服务产品和农产品出口，控制高耗能、高污染产品出口，促进加工贸易转型升级。要增加能源、原材料以及先进技术装备、关键零部件进口。加强国家口岸管理和检验检疫工作。
（三）The program for developing the western region made a good start.Over the past three years since the introduction of the western development strategy, the government has given a powerful push to the region's development b
y increasing investment, stepping up transfer payments and introducing preferential fiscal and taxation policies. Work was begun on 36 new key projects, which called for a total investment of over 600 billion yuan. Smooth progress was made on such major projects as the Qinghai-Tibet Railway, the diversion of natural gas and electricity from the western to the eastern regions, water control projects and trunk highways. Work was accelerated to ensure that every county seat is served by asphalt roads, that every township has access to electricity, and that every village enjoys radio and television reception. Efforts were intensified to conserve and improve the ecological environment. Construction was accelerated on rural roads, small and medium-sized water conservancy projects, potable water facilities for people and livestock, as well as facilities in the fields of science, technology and education. Economic and technological cooperation between the eastern region and the western and central regions was increased.
西部大开发开局良好。实施西部大开发战略三年来，国家通过加大建设投入、增加财政转移支付、实施优惠财税政策等措施，有力地促进了西部地区发展。新开工建设３６项重点工程，投资总规模６０００多亿元。青藏铁路、西气东输、西电东送、水利枢纽、干线公路等重大项目建设进展顺利。“油路到县”、“送电到乡”、“广播电视到村”等工程加快实施。生态环境保护和建设力度加大。农村公路、中小型水利、人畜饮水和科技、教育设施建设加快。东部与中西部地区经济技术合作进一步加强。
（四）The achievements of the past five years have not come easily. They were built on a foundation laid through many years of reform and opening up, and are attributable to the correct leadership of the Party Central Committee with Comrade Hu Jintao as General Secretary, which has effectively managed the overall situation. Credit also goes to the hard work and concerted effort of the people of all the ethnic groups in China, and to the support and assistance of overseas Chinese nationals and foreign friends. Displaying indomitable determination, courage and will, the Chinese people have overcome untold difficulties and challenges and accomplished major tasks. On behalf of the State Council, I would like to sincerely thank the people of all the ethnic groups, the democratic parties, the people's organizations and people from all sectors of society. I would like to express my sincere thanks to our compatriots in Hong Kong and Macao special administrative regions and in Taiwan, as well as overseas Chinese nationals. I would like to thank governments of other countries, international organizations and foreign friends of China around the world for their understanding of and support for China's modernization.

（五）Since the transitional period for China's accession to the WTO will basically end this year, we need to heighten our sense of urgency to be sure we complete all related work. We will improve the system and mechanisms for managing foreign economic activities to better facilitate trade and investment. We will make use of WTO rules to make key sectors more risk-resistant and more competitive internationally. We will make the mechanism for dealing with trade disputes more efficient and handle trade frictions properly. We will carry out negotiations on regional economic cooperation and free trade zones in a step-by-step and focused manner. We will play a constructive role in the new round of WTO talks.
今年，我国加入世贸组织过渡期将基本结束，要增强做好各项应对工作的紧迫感。进一步完善涉外经济管理体制和机制，提高贸易和投资便利化水平。运用世贸组织规则，支持重点产业提高抗风险能力和国际竞争力。健全应对贸易争端的有效机制，妥善处理贸易摩擦。有步骤、有重点地推进区域经济合作和自由贸易区谈判。在世贸组织新一轮谈判中发挥建设性作用。
