Source 1 (25’)

In bad economic times the temptation to bash immigration is overwhelmi ng. “Get the stench out of Greece,” runs a slogan of Golden Dawn, an increasingly popular

anti-immigrant party there. David Cameron has pledged to more than halve annual net migration into Britain by 2015. In America Republicans are wondering how much anti-immigration rhetoric contributed to Mitt Romney’s defeat in the presidential election. A change of political tune is badly needed. Evidence suggests that increased flows of people across borders could ignite global growth.

It’s time to start calling the currentsituation what it is: a depression. True, it’s not a full replay of the GreatDepression, but that’s cold comfort. Unempl oyment in both America and Europeremains disastrously high. Leaders and institutions are increasinglydiscredited. And democratic values are under siege.

On that last point, I am not beingalarmist. On the political as on the economic front it’s important not to fallinto the “not as bad as” trap. High unemployment isn’t O.K.

just because ithasn’t hit 1933 levels; ominous political trends shouldn’t be dismissed justbecause there’s no Hitler in sight.

Let’s talk, in particular, about what’shappening in Europe— not because all is well with America, but because thegravity of European political developments isn’t widely understood.

First of all, the crisis of the euro iskilling the European dream. The shared currency, which was supposed to bindnations together, has instead created an atmosphere of bitter acrimony.

Specifically, demands for ever-harsherausterity, with no offsetting effort to foster growth, have done double damage. They have failed as economic policy, worsening unemployment without restoringconfidence; a Europe-wide recession now looks likely even if the immediatethreat of financial crisis is contained. And they have created immense anger, with many Europeans furious at what is perceived, fairly or unfairly (oractually a bit of both), as a heavy-handed exercise of German power.

Nobody familiar with Europe’s history canlook at this resurgence of hostility without feeling a shiver. Yet there may beworse things happening.

Right-wing populists are on the rise fromAustria, where the Freedom Party (whose leader used to have neo-Naziconnections) runs neck-and-neck in the polls with established parties, toFinland, where the anti-immigrant True Finns party had a strong electoral showinglast April. And these are rich countries whose economies have held up fairlywell. Matters look even more ominous in the poorer nations of Central andEastern Europe.

Section 1: English-Chinese Translation (英译汉)(50 points) HIGUERA DE LA SERENA, Spain —It didn’t take long for Manuel García Murillo, a bricklayer who took over as mayor here last June, to realize that his town was in trouble. It was 800,000 euros, a little more than $1 million, in the red. There was no cash on hand to pay for anything — and there was work that needed to be done. But then an amazing thing happened, he said. Just as the health department was about to close down the day care center because it didn’t have a proper kitchen, Bernardo Benítez, a construction worker, offered to put up the walls and the tiles free. Then, Maria José Carmona, an adult education teacher, stepped in to clean the place up. And somehow, the volunteers just kept coming. Every Sunday now, the residents of this town in southwest Spain —young and old —do what needs to be done, whether it is cleaning the streets, raking the leaves, unclogging culverts or planting trees in the park. “It was an initiative from them,”said Mr. García. “Day to day we talked to people and we told them there was no money. Of course, they could see it. The grass in between the sidewalks was up to my thigh. Higuera de la Serena is in many ways a microcosm of Spain’s troubles. Just as Spain’s national and regional governments are struggling with the collapse of the construction industry, overspending on huge capital projects and a pileup of unpaid bills, the same problems afflict many of its small towns. But what has brought Higuera de la Serena a measure of fame in Spain is that the residents have stepped up where their government has failed. Mr. García says his phone rings regularly from other town officials who want to know how to do the same thing. He is serving without pay, as are the town’s two other elected officials. They are also forgoing the cars and phones that usually come with the job. “We lived beyond our means,”Mr. García said. “We invested in public works that weren’

Section I Use of English 本句的理解应该抓住alert、 meeting 和a sharp rise 三者的关系,根据after a sharp rise 可知是rise(“病例数的增加”)是meeting(“日内瓦专家 会议”)的原因,由此可推导出alert 并非是meeting 的原因,而是结果,即meeting 使得alert 升级。 对应前面的in Australia, 所以空格处rising _____ 应该对应a sharp rise in cases(“病例数的剧增”),因此空格处是“数量”的逻辑才对。 上文的关键性表达 如“heightened alert”、“emergency meeting”和“a sharp rise in cases”都在讲述猪流感的严重性,所以根据But 和in
